Springville City An­i­mal Con­trol Of­fi­cer James (Jim) Barker was re­cently named Of­fi­cer of the Year by the Utah An­i­mal Con­trol Of­fi­cers As­so­ci­a­tion.

The award was pre­sented to Barker dur­ing the 2015 UACOA an­nual con­fer­ence held Feb. 18-20 in St. Ge­orge.

Barker was hired full time as Springville’s only an­i­mal con­trol offi cer in Novem­ber of 1997. “For over 17 years Jim has been a ded­i­cated worker of the high­est cal­iber,” wrote Springville Chief of Po­lice J. Scott Fin­layson in a let­ter nom­i­nat­ing Barker for the award. “Jim is com­mit­ted to his work as an an­i­mal con­trol offi cer and is al­ways will­ing to as­sist po­lice offi cers with spe­cial as­sign­ments or in­ci­dents. Jim is al­ways pleas­ant to be around and to work with. I have never had a com­plaint about his work or his in­ter­ac­tion with the public.”

Barker served as a UACOA board mem­ber from 2000 to 2004 and then was elected pres­i­dent of the as­so­ci­a­tion, serv­ing in that po­si­tion for 12 years.
