Federalsburg man charged with DWI
EASTON — On Nov. 23, Easton Police officers stopped a 2002 Mazda 3 in the area of North Aurora and August streets for a vehicle being operated with inadequate rear plate illumination.
Officers made contact with the driver, later identified as Darnell Sampson Payne, 21, of Federalsburg, and detected a strong odor of an alcoholic beverage coming from the vehicle.
Officers asked Payne to submit to standardized field sobriety tests, which he failed, police said. Payne was placed under arrest.
Located in the Mazda in plain view was a clear straw with white powder residue and a plastic baggie with white powder that the officers suspected to be cocaine, police said. Officers seized the white powder and conducted a field test that indicated the presence of cocaine.
Payne was then asked to submit to an alcohol concentration test which he agreed, police said. As a result, Payne was charged with driving under the influence of alcohol per se, driving under the influence of alcohol, driving while impaired by alcohol, negligent driving, driving without proper rear plate illumination, possession of cocaine and possession of paraphernalia.
Payne was subsequently taken before the Talbot County District Court commissioner and was released on his personal recognizance.
