Fed­er­als­burg man charged with DWI

EAS­TON — On Nov. 23, Eas­ton Po­lice of­fi­cers stopped a 2002 Mazda 3 in the area of North Aurora and Au­gust streets for a ve­hi­cle be­ing op­er­ated with in­ad­e­quate rear plate il­lu­mi­na­tion.

Of­fi­cers made con­tact with the driver, later iden­ti­fied as Dar­nell Samp­son Payne, 21, of Fed­er­als­burg, and de­tected a strong odor of an al­co­holic bev­er­age com­ing from the ve­hi­cle.

Of­fi­cers asked Payne to sub­mit to stan­dard­ized field so­bri­ety tests, which he failed, po­lice said. Payne was placed un­der ar­rest.

Lo­cated in the Mazda in plain view was a clear straw with white pow­der residue and a plas­tic bag­gie with white pow­der that the of­fi­cers sus­pected to be co­caine, po­lice said. Of­fi­cers seized the white pow­der and con­ducted a field test that in­di­cated the pres­ence of co­caine.

Payne was then asked to sub­mit to an alcohol con­cen­tra­tion test which he agreed, po­lice said. As a re­sult, Payne was charged with driv­ing un­der the in­flu­ence of alcohol per se, driv­ing un­der the in­flu­ence of alcohol, driv­ing while im­paired by alcohol, neg­li­gent driv­ing, driv­ing with­out proper rear plate il­lu­mi­na­tion, pos­ses­sion of co­caine and pos­ses­sion of para­pher­na­lia.

Payne was sub­se­quently taken be­fore the Tal­bot County Dis­trict Court com­mis­sioner and was re­leased on his per­sonal re­cog­ni­zance.
