Pottstown man draws prison time for sell­ing heroin

NOR­RIS­TOWN » A Pottstown man who ad­mit­ted to traf­fick­ing heroin in the bor­ough is on his way to state prison.

Wil­bert Lee Clark, 37, of the first block of East Fifth Street, was sen­tenced in Mont­gomery County Court to two to five years in a state cor­rec­tional fa­cil­ity af­ter he pleaded guilty to a felony charge of pos­ses­sion with in­tent to de­liver a con­trolled sub­stance, specif­i­cally heroin, in con­nec­tion with in­ci­dents that oc­curred in De­cem­ber 2017.

The sen­tence was im­posed by Com­mon Pleas Court Judge Thomas C. Branca, who ac­cepted a plea agree­ment in the mat­ter.

With the charges, Pottstown po­lice al­leged Clark de­liv­ered an amount of pack­aged heroin/fen­tanyl to a con­fi­den­tial in­for­mant dur­ing a pre-ar­ranged meet­ing in the bor­ough in De­cem­ber 2017. The drugs were seized by po­lice af­ter the un­der­cover drug buy.

Po­lice al­leged the sub­stance was rep­re­sented as heroin/fen­tanyl by Clark and was pack­aged in wax bags, the tra­di­tional way street drugs are sold, ac­cord­ing to the crim­i­nal com­plaint.

At the time the sub­stance was seized it was not field-tested by po­lice but it was sent to a lab­o­ra­tory for fur­ther anal­y­sis.

“This pol­icy was adopted for of­fi­cer safety be­cause of the dan­gers of fen­tanyl,” po­lice wrote in the crim­i­nal com­plaint.
