Why should DIA subsidize sign?

Why would DIA subsidize some idiotic billboard for Panasonic Enterprise Solutions? Per the article in The Denver Post, city officials believe that the ad money will cover the costs in the long run by taking 43 percent of the ad money from the sign. It doesn’t appear that we are guaranteed our money back. If Panasonic wants an $11.5 million billboard, let them find their own funding. No visitors are coming here because of a welcome sign.
