Why should DIA sub­si­dize sign?

Why would DIA sub­si­dize some id­i­otic bill­board for Pana­sonic En­ter­prise So­lu­tions? Per the ar­ti­cle in The Den­ver Post, city of­fi­cials be­lieve that the ad money will cover the costs in the long run by tak­ing 43 per­cent of the ad money from the sign. It doesn’t ap­pear that we are guar­an­teed our money back. If Pana­sonic wants an $11.5 mil­lion bill­board, let them find their own fund­ing. No vis­i­tors are com­ing here be­cause of a wel­come sign.
