Jose Sandoval, 78, stands on the porch of his home in the Tres Colonies neighborhoods of Fort Collins on Thursday. Sandoval, who emigrated from Chihuahua, Mexico, in 1975, was drawn to the area for its inexpensive housing for farm laborers. He purchased his home for less than $14,000. But expansive development, including New Belgium Brewing just across the street, has caused home prices to soar — one recently sold for more than $350,000. Sandoval says many residents have moved out of the neighborhoods.
