For infrastructure, why not imitate the WPA?

The Denver Post - - PERSPECTIVE -

The entire nation is needing infrastructure work totaling billions of dollars; there are many men and women who cannot find work. Why don’t we create another workforce like the WPA from the 1930s? The welfare and unemployment money could easily cover salaries and training, and the men and women would have marketable skills after the infrastructure work is completed and our country would be safe again. Work does wonders for the self-image. Nancy Martinets, Denver
