Rup­pers­berger, a cen­trist Demo­crat, leans lib­eral but has the most mod­er­ate vot­ing record in the Mary­land del­e­ga­tion, vot­ing with Pres­i­dent Barack Obama 72 per­cent of the time. He has one of the more mod­er­ate vot­ing records across Congress, his cam­paign has said.

He has en­dorsed Demo­cratic pres­i­den­tial can­di­date Hil­lary Clin­ton, as well as U.S. Rep. Chris Van Hollen (D-8) who is run­ning against Del. Kathy Szeliga (R-7) for Mary­land’s open se­nate seat, which is being va­cated by long­time Sen. Bar­bara Mikul­ski (D) at the end of her cur­rent term.

Rup­pers­berger has ex­pressed frus­tra­tion about neg­a­tive rhetoric in this race.
