The following are now changes are now in effect: The Professional Standards Bureau will replace the Administrative and Technical Services Bureau and be commanded by Colonel Steven Hlavach. The Community and Support Services Bureau will replace the Community Relations Bureau and be commanded by Colonel Alexander Jones. The Criminal Investigations Bureau will be commanded by Colonel David Folderauer. The Operations Bureau will be commanded by Colonel Robert McCullough. This restructuring will align resources and distribute departmental responsibilities among the agency’s four bureaus. Early morning traffic accident leaves bicyclist dead Police have identified the victim in an early morning crash on Bethlehem Boulevard that happened on July 13 around 4:30 a.m. Police have identified the bicyclist killed in a crash on Peninsula Expressway last Monday morning as John Roger Koop, Jr., 64 years old, of the 7500 block of Westfield Road, 21222. This crash remains under investigation by the Baltimore County Police Crash Team. Officers were called to the scene near Bethlehem Boulevard at 4:39 a.m. after the driver of 2018 Chevrolet Equinox that was traveling northbound on Peninsula Expressway struck the bicycle from behind.The bicyclist, an adult man, was transported to an area hospital where he later died.
