An­i­mal cru­elty al­leged

A St. Mary’s man wanted on a war­rant from an­i­mal-cru­elty charges is­sued last spring was taken into cus­tody with­out in­ci­dent, po­lice re­port, when he sur­ren­dered at the end of a three-hour stand­off Wed­nes­day at a home in Ridge.

Devone Ar­ti­cis Hall, 29, “re­fused to come out” of the res­i­dence lo­cated off Route 235, ac­cord­ing to a St. Mary’s sher­iff’s of­fice re­lease, and “a bar­ri­cade was de­clared,” prompt­ing a re­sponse by the agency’s Emer­gency Ser­vices Team and ne­go­tia­tors with a Crit­i­cal In­ci­dent Ne­go­ti­a­tions Team.

The charg­ing pa­pers orig­i­nally is­sued last May through a sum­mons al­lege that Hall in­ten­tion­ally mu­ti­lated four pit bull pup­pies last win­ter at an ad­dress in Me­chan­icsville, where the il­le­gal crop­ping of their ears had left them with in­fec­tions and open sores. The pup­pies re­quired surgery due to their con­di­tion.
