HOUSE BILLS
Here is a list of 11 bills that have been filed in the Legislature’s second special session. The bills would implement tax increases, a teacher pay raise and some reforms suggested by a coalition of Oklahoma business and civic leaders called Step Up Oklahoma. • HB 1027 — Would give the governor the authority to appoint the directors of seven state agencies and make their governing boards advisory bodies.
• HB 1028 — Would permit the governor or governing boards to set the salaries of agency directors subject to limitations imposed by annual compensation reports.
• HB 1029 — Would establish an Office of Accountability within the Legislative Services Bureau.
• HB 1030 — Would provide teachers with $5,000 pay raises.
• HB 1031 — Would allow tribal casinos to use balls and dice in roulette and craps games under compacts with the state.
• HB 1032 — Would reallocate how money would be appropriated to the Oklahoma Department of Transportation for roads and bridges if a 6-cent increase in gasoline and diesel taxes is approved.
• HB 1033 — Would impose additional taxes on cigarettes, small cigars, chewing tobacco, oil and gas production, wind energy, and gasoline and diesel fuel.
• HB 1034 — Would place a cap on coal tax credits.
• HB 1035 — Would place an $18 million annual cap on tax credits for power generation from zero-emission facilities like wind turbines.
• HB 1036 — Would place a $2 million annual cap on tax credits for railroad reconstruction expenditures.
• HB 1037 — Would lower the standard deduction for some taxpayers and reinstitute the earned income tax credit.
