City names new leader
Douglas E. Smith to become city manager
COLONIAL HEIGHTS — The Colonial Heights City Council voted unanimously on Tuesday night to install Douglas E. Smith as the new city manager. The position was vacated by Tom Mattis, who moved to Austin, Texas to be closer to his children.
Smith has formerly served as assistant city manager for Delray Beach, Florida and Assistant Village Manager for North Palm Beach, Florida. He will be coming to Colonial Heights from Margate, Florida, where he was also the city manager.
Smith will be returning to Virginia, as he graduated from Liberty University with a degree in government.
He began his career in local government with the
Unified Government of Athens-Clarke County, Georgia and has over 20 years of combined government experience.
“We are very excited to
have Doug as part of our city team” said Colonial Heights Mayor T. Gregory Kochuba. “He brings vast experience and knowledge at the Assistant and City Manager level.”
After graduating from Liberty, Smith received his Masters in Public Administration from the University of Georgia. Smith is married to his wife, Lyana, with
whom he has four children: Emily, Sarah, Johnathan, and Andrew.
The city manager is appointed by the Colonial Heights City Council, and
is responsible for the overall management of all city departments.
Smith is scheduled to start the position in March.
