House Votes Full Membership for D.C.
A bill giving the District its first full seat in Congress cleared the House and heads to the Senate.
Democrats steered through legislation to add two seats in the House: one for the overwhelmingly Democratic District and another for the next state in line to pick up a representative, Republicanleaning Utah.
The tougher test will come in the Senate, where Democrats do not have enough votes to stop a filibuster. The White House has threatened a veto.
The House action came days after thousands marched to the Capitol demanding voting rights.
