David Conn, FTC lawyer

David Conn, 59, a lawyer with the Fed­eral Trade Com­mis­sion from 1985 un­til his death, died June 4 at his mother’s home in Sil­ver Spring, Md. The cause was com­pli­ca­tions re­lated to a heart ail­ment, said his part­ner, Betty Sellers.

Mr. Conn, a res­i­dent of North Bethesda, Md., was born in Washington. He was a ten­ants rights ac­tivist, a probono le­gal ad­viser tothe Ten­ant Or­ga­ni­za­tion Po­lit­i­cal Ac­tion Com­mit­tee and a co-founder of the Ten­ant Ac­tion Net­work. At the FTC, he worked in the anti-com­pet­i­tive prac­tices di­vi­sion of the bureau of com­pe­ti­tion.
