Em­power states to end Oba­mare

I have fol­lowed Oba­macare since its in­cep­tion and now re­al­ize its pur­pose was to em­power the fed­eral govern­ment with our health care. That didn’t work be­cause it vi­o­lated the Con­sti­tu­tion. To re­verse Oba­macare, the Repub­li­cans must do the op­po­site: em­power the states. That should be the premise and theme of the Repub­li­can health-care bill.

We should cre­ate a struc­ture that is con­sti­tu­tional and trans­par­ent. The cor­ner­stone should be to use fed­eral tax-and-spend power to cre­ate a back­stop for state-spon­sored cat­a­strophic cov­er­age. Thus, un­der the Repub­li­can plan, states would cre­ate cat­a­strophic cov­er­age while the fed­eral govern­ment would fill in gaps us­ing ex­ist­ing or ex­panded Medi­care and Med­i­caid pro­grams. These pro­grams could also be used to tran­si­tion Amer­i­cans away from Oba­macare plans and into state plans.

With these state-spon­sored plans, the free mar­ket would de­velop to pro­vide bet­ter care at lower cost.
