Lincoln Launches Online Ecode

- By Lynn Kutter

LINCOLN — Lincoln’s Municipal Code is now online and citizens can use the service to research and look up all types of city records, including ordinances and resolutions.

“As part of the city’s overall efforts to improve services to our citizens, the city has put its complete municipal code online,” said Al Videtto, director of technology and engineering.

The city is contracting with General Code of Rochester, N.Y. to provide the online service. The municipal code is in a searchable format and can be accessed through Lincoln’s city website.

To reach the online Municipal Code, go to the city’s website, www.lincolnarkansas.com, click on the “Municipal” link and then click on Ecode.

All information on the site is public through the Arkansas Freedom of Information Act.

In addition to ordinances and resolutions, the Ecode includes the 2017 budget, meeting agendas and meeting minutes, maps, Lincoln Lake hiking trails, meeting agendas and meeting minutes.

The city’s Municipal Code also can be accessed through an app, called eCode Search. When opening the app, type in Lincoln, Arkansas or the zip code to get the information.

Citizens can put in specific words and search for any ordinances, resolutions or other public documents that relate to the word.

Videtto gave a demonstration of the city’s Ecode at the April 18 City Council meeting.

Videtto told aldermen the site is already being used. Within the first 28 hours that it went online, there were 300 views. City officials will be able to see what documents people are looking up in the Municipal Code and this will help the city to know what people are interested in, Videtto said.

“This streamlines our whole system,” said Mayor Rob Hulse.

As the Council passes new ordinances and new resolutions, these will be added to the Ecode. The record will be recodified once or twice a year.

Hulse and other Council members thanked Videtto for the time and effort he put into the Ecode project.
