There Is Much to Do

In the lower house of par­lia­ment, a press con­fer­ence was con­ducted by the Com­mis­sion for the co­or­di­na­tion of work to fur­ther im­prove the pro­vi­sion of med­i­cal ser­vices to the pop­u­la­tion and pro­vi­sion of medicines, and to pro­mote the ef­fec­tive ap­pli­ca­tion of leg­is­la­tion in this area.

The deputies told the me­dia rep­re­sen­ta­tives about the ac­tiv­i­ties of this com­mis­sion. In par­tic­u­lar, to date, it has car­ried out a com­plete in­ven­tory and op­ti­miza­tion of ru­ral med­i­cal sta­tions.

With the par­tic­i­pa­tion of par­lia­men­tar­i­ans, ses­sions of lo­cal Ken­gashes (Coun­cils) of Peo­ple's Deputies were taken place, dur­ing which the heads of the rel­e­vant health in­sti­tu­tions in­formed about their ac­tiv­i­ties. This prac­tice al­lowed the for­ma­tion of a sys­tem for re­port­ing med­i­cal fa­cil­i­ties to the peo­ple.

On the ba­sis of the fam­ily poly­clinic No. 47 of the Shaykhan­to­hur district of Tashkent, the work was car­ried out to or­ga­nize ex­em­plary ac­tiv­ity of med­i­cal in­sti­tu­tions, in­clud­ing their ma­te­rial and tech­ni­cal re-equip­ment, out­fit­ting with mod­ern com­puter equip­ment with the nec­es­sary soft­ware. In ad­di­tion, on the in­struc­tions of the head of state, the state of med­i­cal ser­vices for the pop­u­la­tion in the Jiz­zakh and Na­man­gan re­gions was stud­ied.

Peo­ple's deputies stressed that the com­mis­sion paid spe­cial at­ten­tion to boot­ing the med­i­cal aware­ness of cit­i­zens by in­form­ing about the work of health fa­cil­i­ties. So, the deputies of the Leg­isla­tive Cham­ber ex­plained them the or­der of the ac­tiv­i­ties of med­i­cal in­sti­tu­tions in the course of meet­ings with res­i­dents of var­i­ous re­gions.

At the same time, there is much to be done to elim­i­nate omis­sions and short­com­ings in the sphere of med­i­cal ser­vices for the pop­u­la­tion. So far, in the ap­peals of cit­i­zens en­ter­ing the vir­tual re­cep­tion of the Pres­i­dent of Uzbek­istan and the peo­ple's re­cep­tion rooms, prob­lems in the sphere of pub­lic health are rais­ing. The most ur­gent of them is the short­age of qual­i­fied med­i­cal per­son­nel. The pub­lic con­trol over the ac­tiv­i­ties of health care in­sti­tu­tions is not fully en­sured. Thus, in the Bu­lak­bashi district of the Andi­jan re­gion, Yan­gia­rik district of the Khorezm re­gion, Kyzyryk district of the Surkhandarya re­gion, as well as in a num­ber of other re­gions of the coun­try, there are short­com­ings in the in­for­ma­tion pro­vided by the heads of the rel­e­vant med­i­cal in­sti­tu­tions about their ac­tiv­i­ties to self-gov­ern­ing bod­ies of cit­i­zens, lo­cal Ken­gashes of Peo­ple's Deputies.

The com­mis­sion mem­bers noted that much more needs to be done in the con­text of en­hanc­ing the ma­te­rial and tech­ni­cal equip­ment of health fa­cil­i­ties, pro­vid­ing medicines, boost­ing the med­i­cal cul­ture of the pop­u­la­tion, and fur­ther im­prov­ing the le­gal frame­work in this area.

Af­ter the meet­ing of Pres­i­dent Shavkat Mirziy­oyev with rep­re­sen­ta­tives of po­lit­i­cal par­ties and par­lia­ment taken place on July 12 this year, the ac­tiv­i­ties of this com­mis­sion were rad­i­cally re­vised. Tak­ing into ac­count the tasks iden­ti­fied by the head of state, its com­po­si­tion was up­dated. Also, the new com­po­si­tion of the ter­ri­to­rial work­ing groups was ap­proved. In ad­di­tion, a new ver­sion of the reg­u­la­tion on the com­mis­sion, as well as its work plan for Au­gustDe­cem­ber 2017, were con­firmed.

At the same time, spe­cial sig­nif­i­cance is at­tached the ac­ti­va­tion of works on study­ing the re­al­iza­tion of tasks spec­i­fied in de­crees, res­o­lu­tions and or­ders of the Pres­i­dent of the Repub­lic aimed at car­di­nal im­prove­ment of med­i­cal ser­vices for the pop­u­la­tion.
