While at the UN Head­quar­ters in New York, Pres­i­dent of the Repub­lic of Uzbek­istan Shavkat Mirziy­oyev met 19 Septem­ber 2017 with the United Na­tions Sec­re­tary-Gen­eral An­tónio Guter­res,

The leader of our coun­try warmly re­called the con­ver­sa­tion with the Sec­re­tary-Gen­eral in Sa­markand this past June and re­it­er­ated the sim­i­lar­ity of views and assess­ments on the most press­ing is­sues in devel­op­ments in both in­ter­na­tional and re­gional agenda.

Shavkat Mirziy­oyev ex­pressed his grat­i­tude to An­tónio Guter­res for his support of the Strat­egy of Ac­tions of the devel­op­ment of Uzbek­istan for 2017-2021 which is the roadmap for achiev­ing the UN Sus­tain­able Devel­op­ment Goals.

The Pres­i­dent of our coun­try in­formed about the on­go­ing large-scale re­forms within the frame­work of the Strat­egy of Ac­tions. In par­tic­u­lar, the adop­tion of Con­cept of ad­min­is­tra­tive re­form, the main pur­pose of which is to im­ple­ment the idea “it is not the peo­ple who must serve the govern­ment bod­ies, but rather the govern­ment bod­ies that must serve for the peo­ple”. In prac­tice lib­er­al­iza­tion of mon­e­tary pol­icy is car­ried out.

Shavkat Mirziy­oyev shared with An­tónio Guter­res the vi­sion of Uzbek­istan on the prospects of co­op­er­a­tion be­tween our coun­try and the UN, as well as the views on is­sues of the re­gional agenda. The Head of our state em­pha­sized that “The main pri­or­ity in for­eign pol­icy is the Cen­tral Asian re­gion”.

The Pres­i­dent of Uzbek­istan in­vited the UN Sec­re­tary-Gen­eral to par­tic­i­pate per­son­ally at the In­ter­na­tional con­fer­ence on press­ing is­sues of se­cu­rity and sus­tain­able devel­op­ment in Cen­tral Asia due Novem­ber 10-11, 2017, in Sa­markand.

An­tónio Guter­res sin­cerely thanked Shavkat Mirziy­oyev for his hospi­tal­ity and warm wel­come dur­ing his visit to Uzbek­istan. He highly ap­praised the out­comes of the ne­go­ti­a­tions taken places in Sa­markand. Par­tic­u­lar at­ten­tion was drawn to the adop­tion of the Plan of prac­ti­cal mea­sures for fur­ther devel­op­ment of co­op­er­a­tion with the UN for 2017-2020, in­clud­ing the Of­fice of the High Com­mis­sioner for Hu­man Rights.

The UN Sec­re­tary-Gen­eral noted the pro­found con­tent of the State­ment of the Pres­i­dent of Uzbek­istan at the 72nd ses­sion of the Gen­eral Assem­bly. Ac­cord­ing to An­tónio Guter­res, the ini­tia­tives for­warded by the Leader of our coun­try from the high rostrum of the United Na­tions are es­sen­tial and timely. He as­sured of his readi­ness to pro­mote their ad­vance­ment in the in­ter­na­tional arena.

In ad­di­tion, the Sec­re­tary-Gen­eral once again sup­ported the on­go­ing re­forms in Uzbek­istan within the frame­work of the Devel­op­ment Strat­egy which are of great im­por­tance in im­prov­ing the well-be­ing of peo­ple and pros­per­ity of the coun­try.

An­tónio Guter­res wel­comed the con­crete steps taken by Uzbek­istan on ex­pand­ing and deep­en­ing the re­gional co­op­er­a­tion, as well as the coun­try’s as­sis­tance in re­con­struc­tion of Afghanistan.

The United Na­tions Sec­re­tary-Gen­eral as­sured to un­der­take fur­ther ef­forts on pro­mo­tion of the con­ven­tion on the use of wa­ter re­sources of Amudarya and Syrdarya, draw­ing at­ten­tion of the in­ter­na­tional com­mu­nity to the is­sue of mit­i­gat­ing the con­se­quences of the eco­log­i­cal catas­tro­phe in the Aral Sea area.

A de­tailed ex­change of views on promis­ing areas of co­op­er­a­tion took place at the meet­ing.

Later on the same day, Pres­i­dent of the Repub­lic of Uzbek­istan Shavkat Mirziy­oyev met also with the United Na­tions High Com­mis­sioner for Hu­man Rights Zeid Ra’ad Al Hus­sein, at the UN Head­quar­ters in New York.

The Pres­i­dent of Uzbek­istan ex­pressed strong com­mit­ment of our coun­try to fur­ther devel­op­ment of civil so­ci­ety and build­ing of a truly demo­cratic state.

Shavkat Mirziy­oyev ex­pressed his grat­i­tude to the High Com­mis­sioner for his support of pro­found trans­for­ma­tions in Uzbek­istan within the frame­work of the Strat­egy of Ac­tions of the devel­op­ment of Uzbek­istan for 2017-2021.

The High Com­mis­sioner con­firmed his support for the re­forms be­ing re­al­ized in Uzbek­istan. He un­der­lined that the Devel­op­ment Strat­egy of Uzbek­istan in 2017-2021 pro­vides an im­pres­sive ba­sis for fun­da­men­tal trans­for­ma­tions.

Zeid Ra’ad Al Hus­sein highly ap­praised the out­comes of his visit to Uzbek­istan in May 2017, which gave a new im­pe­tus to fur­ther ex­pan­sion and deep­en­ing of con­struc­tive and open di­a­logue be­tween our coun­try and the OHCHR. In June, the Par­lia­ment adopted the Ac­tion Plan on co­op­er­a­tion with the Of­fice of High Com­mis­sioner, con­tain­ing more than 90 ac­tiv­i­ties. In­ten­sive in­ter­ac­tion with the OHCHR Re­gional Of­fice in Bishkek is de­vel­op­ing. In early Septem­ber, the Head of this Of­fice vis­ited Uzbek­istan. The visit of Ahmed Sha­heed, the UN Spe­cial Rap­por­teur on free­dom of re­li­gion and be­lief to Uzbek­istan is sched­uled at the end of Septem­ber.

Zeid Ra’ad Al Hus­sein ex­pressed his grat­i­tude to Shavkat Mirziy­oyev for the in­vi­ta­tion to the in­ter­na­tional con­fer­ence on en­sur­ing se­cu­rity and sus­tain­able devel­op­ment in Cen­tral Asia, sched­uled for 10-11 Novem­ber 2017 in Sa­markand.

In New York, Pres­i­dent Shavkat Mirziy­oyev re­ceived Septem­ber 19 the Man­ag­ing Di­rec­tor of the In­ter­na­tional Mon­e­tary Fund, Chris­tine La­garde.

The head of our state ex­press­ing his sat­is­fac­tion with the meet­ing noted that the In­ter­na­tional Mon­e­tary Fund plays a sig­nif­i­cant role in im­prov­ing the sit­u­a­tion in the world econ­omy.

The Fund sup­ports eco­nomic re­forms in our coun­try. In May this year, the del­e­ga­tion of Uzbek­istan con­ducted a meet­ing at the In­ter­na­tional Mon­e­tary Fund on mon­e­tary pol­icy re­forms. In July and Septem­ber, ex­perts of the fund vis­ited Uzbek­istan and ex­changed views on eco­nomic re­forms with the heads of min­istries and de­part­ments.

The Man­ag­ing Di­rec­tor of the Fund con­grat­u­lated the head of our state on suc­cess­ful im­ple­men­ta­tion of eco­nomic and struc­tural re­forms in ac­cor­dance with the Strat­egy of Ac­tions of the devel­op­ment of the Repub­lic of Uzbek­istan along five pri­or­ity areas in 2017-2021.

Mar­ket mech­a­nisms were in­tro­duced into cur­rency cir­cu­la­tion by the de­cree of the Pres­i­dent of our coun­try “On pri­or­ity mea­sures for lib­er­al­iza­tion of mon­e­tary pol­icy” of Septem­ber 2, 2017, which elim­i­nated ad­min­is­tra­tive bar­ri­ers in the sphere and cre­ated equal op­por­tu­ni­ties for busi­ness en­ti­ties.

Chris­tine La­garde noted that par­tic­u­lar im­por­tance at­tached to en­sur­ing the sta­bil­ity of the econ­omy and so­cial life in the process of large-scale re­forms im­ple­mented in Uzbek­istan un­der the lead­er­ship of Pres­i­dent Shavkat Mirziy­oyev de­serves high at­ten­tion.

At the meet­ing it was con­sid­ered the mea­sures taken on sup­port­ing the state bod­ies and com­mer­cial banks in the process of cur­rency re­form, re­duc­ing tar­iffs in trade, pro­tect­ing so­cially vul­ner­a­ble seg­ments of the pop­u­la­tion. Spe­cial at­ten­tion was placed on such fur­ther tasks as se­cur­ing sur­plus ex­e­cu­tion of the State bud­get, rad­i­cal im­prove­ment of tax ad­min­is­tra­tion and state sta­tis­tics, en­sur­ing sta­bil­ity of the bank­ing sys­tem, lib­er­al­iza­tion of for­eign trade pol­icy.

It was ex­changed views on ex­pand­ing co­op­er­a­tion be­tween Uzbek­istan and the In­ter­na­tional Mon­e­tary Fund, en­hanc­ing the busi­ness en­vi­ron­ment and in­vest­ment cli­mate in our coun­try.

Chris­tine La­garde ex­pressed readi­ness of the In­ter­na­tional Mon­e­tary Fund to support the mea­sures im­ple­mented in the fi­nan­cial sys­tem of Uzbek­istan by pro­vid­ing tech­ni­cal as­sis­tance and rec­om­men­da­tions on is­sues of eco­nomic pol­icy.

Pres­i­dent of the Repub­lic of Uzbek­istan Shavkat Mirziy­oyev in New York re­ceived the chiefs of Amer­ica’s lead­ing com­pa­nies. The meet­ing was at­tended by the Chair­woman of the Amer­i­caUzbek­istan Cham­ber of Com­merce Carolyn Lamm, Pres­i­dent of Gen­eral Elec­tric Ron Pol­lett, Pres­i­dent and CEO of Honey­well Ra­jeev Gau­tam, Vice Pres­i­dent of CNH In­dus­trial Naderni Steve, Pres­i­dent of Deere & Com­pany James Field.

The head of our state, warmly greet­ing the busi­ness peo­ple, noted that the tradeeco­nomic and in­vest­ment co­op­er­a­tion be­tween Uzbek­istan and the United States is con­sis­tently de­vel­op­ing, the Amer­i­caUzbek­istan Cham­ber of Com­merce has be­come an im­por­tant mech­a­nism for sup­port­ing and re­al­iz­ing joint projects.

Shavkat Mirziy­oyev in his con­ver­sa­tion with Carolyn Lamm noted that the Con­cept of ad­min­is­tra­tive re­form was adopted in our coun­try in ac­cor­dance with the Strat­egy of Ac­tions of devel­op­ment of the Repub­lic of Uzbek­istan along five pri­or­ity areas in 2017-2021. This doc­u­ment will serve the es­tab­lish­ment of a new, ef­fi­cient and qual­i­ta­tively func­tion­ing sys­tem of pub­lic ad­min­is­tra­tion, or­ga­ni­za­tion of well-co­or­di­nated ac­tiv­i­ties of the state gov­ern­ing bod­ies and ex­ec­u­tive au­thor­i­ties in places.

There were noted in­tro­duc­tion of mar­ket mech­a­nisms of cur­rency cir­cu­la­tion in our coun­try, elim­i­na­tion of var­i­ous ob­sta­cles in the sphere of trade, fur­ther im­prove­ment of busi­ness en­vi­ron­ment and the in­vest­ment cli­mate.

Dur­ing the con­ver­sa­tion with Ron Pol­lett, it was pro­posed to ex­pand co­op­er­a­tion be­tween Uzbek­istan and Gen­eral Elec­tric Com­pany, in par­tic­u­lar, to im­ple­ment the pro­gram of tech­ni­cal re­newal, mod­ern­iza­tion and devel­op­ment of gas trans­porta­tion sys­tem of Uzbek­istan in 2018-2025. Is­sues of con­struc­tion of hy­dro­elec­tric power sta­tions, or­ga­ni­za­tion of pro­duc­tion of mod­ern med­i­cal equip­ment and light­ing de­vices in our coun­try were dis­cussed.

At the meet­ing with Naderni Steve, it was dis­cussed the or­ga­ni­za­tion of pro­duc­tion of har­vest­ing, me­lio­ra­tive and road-build­ing ma­chin­ery, as well as agri­cul­tural ma­chin­ery work­ing on gas in Uzbek­istan to­gether with CNH In­dus­trial.

Dur­ing the con­ver­sa­tion with the Pres­i­dent and CEO of Honey­well, Ra­jeev Gau­tam, views were ex­changed on is­sues of im­ple­men­ta­tion of high-tech joint projects in petro­chem­i­cal and en­ergy sec­tors, sup­ply of avi­a­tion equip­ment.

At the meet­ing with James Field, is­sues of fur­ther devel­op­ment of co­op­er­a­tion with Deere & Com­pany, in par­tic­u­lar, or­ga­ni­za­tion of trac­tors and spe­cial equip­ment pro­duc­tion used in fruit and veg­etable grow­ing and viti­cul­ture in our coun­try, lo­cal­iza­tion of their spare parts, or­ga­ni­za­tion of a spe­cial­ized train­ing cen­ter, were dis­cussed.

Pres­i­dent Shavkat Mirziy­oyev noted that the forth­com­ing Uzbek­istan – US busi­ness fo­rum, which will be car­ried out on Septem­ber 20, will be­come a great event and will pro­mote fur­ther strength­en­ing of re­la­tions be­tween the busi­ness­men of the two coun­tries, dis­cussing promis­ing joint projects and achiev­ing mu­tu­ally ben­e­fi­cial agree­ments.

Rep­re­sen­ta­tives of the Amer­i­can – Uzbek­istan Cham­ber of Com­merce con­firmed their readi­ness to ac­tively par­tic­i­pate in im­ple­men­ta­tion of joint pro­grams and projects with Uzbek­istan.

REGISTAN SQUARE MAQUETTE IN THE UN BUILD­ING

The United Na­tions re­ceived a gift from the Repub­lic of Uzbek­istan – a minia­ture of the Registan Square.

Pres­i­dent Shavkat Mirziy­oyev took part and de­liv­ered a speech at the event or­ga­nized in this con­nec­tion.

The UN Un­der-Sec­re­tary-Gen­eral for Man­age­ment Jan Bea­gle, diplo­mats who ar­rived at the ses­sion of the Gen­eral Assem­bly, em­ploy­ees of the UN in­for­ma­tion cen­ter at­tended the event.

In our coun­try – one of the cra­dles of hu­man civ­i­liza­tion – sci­ence, cul­ture, trade, ar­chi­tec­ture and crafts­man­ship have been de­vel­oped since an­cient times. In Sa­markand, lo­cated in the cen­ter of the Great Silk Road, peo­ple from all over the world lived in peace and har­mony, Registan be­came a unique sym­bol of this an­cient world-fa­mous city. In 2001 the com­plex was in­cluded in the UNESCO World Her­itage List.

Registan is still the cen­ter of at­trac­tion for tourists from all over the world. The Sharq Taronalari In­ter­na­tional Mu­sic Fes­ti­val that is held there fur­ther en­hances the glory of the city and its role in strength­en­ing friend­ship of peo­ples.

The maquette of Registan Square is made by crafts­men of our coun­try, dec­o­rated with pre­cious me­tals and stones.

The lay­out of the Registan Square has now been in­stalled in the UN build­ing.

There is deep mean­ing in in­stalling the maquette of the Registan com­plex, sym­bol­iz­ing visit card of Uzbek­istan in the UN build­ing - in one of the most prom­i­nent places of the UN Head­quar­ters – at the foyer be­tween the halls of the Se­cu­rity Coun­cil and the UN Gen­eral Assem­bly, said head our state.

UN Un­der-Sec­re­tary-Gen­eral for Man­age­ment Jan Bea­gle ex­pressed her deep grat­i­tude to the Pres­i­dent of our coun­try for such a won­der­ful and valu­able gift.
