Ministry of Preschool Education Set up in Uzbekistan
The President of Uzbekistan Shavkat Mirziyoyev has signed a decree on fundamental improvement of the management of preschool education system. The newly created Ministry of Preschool Education is tasked with securing complete coverage of kindergartens and boosting the quality of services provided by these institutions.
Over the past 20 years, the number of state preschool educational institutions (PEI) in Uzbekistan has decreased by more than 45%, and coverage of children by preschools is only about 30%. Their material and technical base does not meet modern requirements. There are no alternative programs in the current system, alternative, flexible educational models for the preparation of children for school are insufficiently developed, there are no state programs based on the example of developed countries providing for social, personal, emotional, speech, mathematical, physical and creative development of children. The majority of pedagogical cadres in state preschools have secondary specialized education which does not secure proper preparation of children for schooling, the document notes.
The new ministry will ensure full coverage of children with preschool education through the creation of a network of competing state and non-state PEIs in the country, as well as the introduction of alternative forms of pre-school education and education of children.
All state PEIs, regardless of departmental affiliation, are transferred to the system of the new ministry. Full coverage of children with preschool education is planned to be achieved through the creation of additional state and non-state PEIs in the regions of Uzbekistan designed for 50, 70, 100, 120 and 150 seats, as well as introducing alternative forms of upbringing and education.
