Min­istry of Preschool Ed­u­ca­tion Set up in Uzbek­istan

The Pres­i­dent of Uzbek­istan Shavkat Mirziy­oyev has signed a de­cree on fun­da­men­tal im­prove­ment of the man­age­ment of preschool ed­u­ca­tion sys­tem. The newly cre­ated Min­istry of Preschool Ed­u­ca­tion is tasked with se­cur­ing com­plete cov­er­age of kinder­gartens and boost­ing the qual­ity of ser­vices pro­vided by these in­sti­tu­tions.

Over the past 20 years, the num­ber of state preschool ed­u­ca­tional in­sti­tu­tions (PEI) in Uzbek­istan has de­creased by more than 45%, and cov­er­age of chil­dren by preschools is only about 30%. Their ma­te­rial and tech­ni­cal base does not meet mod­ern re­quire­ments. There are no al­ter­na­tive pro­grams in the cur­rent sys­tem, al­ter­na­tive, flex­i­ble ed­u­ca­tional mod­els for the prepa­ra­tion of chil­dren for school are in­suf­fi­ciently de­vel­oped, there are no state pro­grams based on the ex­am­ple of de­vel­oped coun­tries pro­vid­ing for so­cial, per­sonal, emo­tional, speech, math­e­mat­i­cal, phys­i­cal and cre­ative devel­op­ment of chil­dren. The ma­jor­ity of ped­a­gog­i­cal cadres in state preschools have se­condary spe­cial­ized ed­u­ca­tion which does not se­cure proper prepa­ra­tion of chil­dren for school­ing, the doc­u­ment notes.

The new min­istry will en­sure full cov­er­age of chil­dren with preschool ed­u­ca­tion through the cre­ation of a net­work of com­pet­ing state and non-state PEIs in the coun­try, as well as the in­tro­duc­tion of al­ter­na­tive forms of pre-school ed­u­ca­tion and ed­u­ca­tion of chil­dren.

All state PEIs, re­gard­less of de­part­men­tal af­fil­i­a­tion, are trans­ferred to the sys­tem of the new min­istry. Full cov­er­age of chil­dren with preschool ed­u­ca­tion is planned to be achieved through the cre­ation of ad­di­tional state and non-state PEIs in the re­gions of Uzbek­istan de­signed for 50, 70, 100, 120 and 150 seats, as well as in­tro­duc­ing al­ter­na­tive forms of up­bring­ing and ed­u­ca­tion.
