A new or­der of a hun­dred per­cent pre­pay­ment for wa­ter sup­ply and san­i­ta­tion is be­ing in­tro­duced in Uzbek­istan from 1 Jan­uary 2018.

In the ab­sence of a pre­pay­ment, a num­ber of mea­sures will be ap­plied to con­sumers, up to a com­plete cut­off from wa­ter sup­ply and san­i­ta­tion sys­tems. In this case, the re­con­nec­tion will be car­ried out with a charge of from twofold to ten­fold min­i­mum wage, depend­ing on the con­sumer cat­e­gory.

This de­ci­sion is caused by sys­temic prob­lems and short­com­ings that have ac­cu­mu­lated in the wa­ter sup­ply and sew­er­age sys­tem of the repub­lic, which be­came the rea­sons for in­creas­ing debts for wa­ter sup­ply and san­i­ta­tion ser­vices, re­duc­ing pay­ment dis­ci­pline, which even­tu­ally led to stag­na­tion of the in­dus­try as a whole.

In par­tic­u­lar, the ex­ist­ing wa­ter sup­ply and sew­er­age net­works and wa­ter sup­ply fa­cil­i­ties of the repub­lic have been op­er­at­ing for more than 40 years, and more than 35% of wa­ter sup­ply lines and wa­ter sup­ply net­works need ur­gent re­pairs. In ad­di­tion, the cov­er­age of me­ters at wa­ter in­take fa­cil­i­ties, wa­ter­ways, wa­ter sup­ply net­works and other wa­ter sup­ply and san­i­ta­tion fa­cil­i­ties is only 29.4%, and their cov­er­age of con­sumers is at 42%.

The de­plorable state of wa­ter sup­ply and san­i­ta­tion fa­cil­i­ties leads to sig­nif­i­cant wa­ter losses that are as high as 40%, caused by nu­mer­ous leaks and ac­ci­dents dur­ing its trans­porta­tion and sale to con­sumers, as well as sup­ply dis­rup­tions, es­pe­cially in the field.

An­other im­por­tant change is now to con­trol the flow of funds for wa­ter will be em­ploy­ees of the Bureau of Com­pul­sory Ex­e­cu­tion at the Gen­eral Pros­e­cu­tor's Of­fice.

In par­tic­u­lar, they were given the right to ver­ify the com­plete­ness and re­li­a­bil­ity of ac­count­ing for the sup­ply, con­sump­tion and time­li­ness of set­tle­ments not only for elec­tric power and nat­u­ral gas, but also for wa­ter, in­clud­ing eco­nomic en­ti­ties, with­out agree­ment with the Repub­li­can Coun­cil for Co­or­di­nat­ing the Ac­tiv­i­ties of Con­trol­ling Bod­ies.

If the eco­nomic en­ti­ties have ar­rears of wa­ter for their bank ac­counts, com­pul­sory col­lec­tion or­ders for its in­dis­putable col­lec­tion will be is­sued, and in re­spect of in­di­vid­u­als, the de­mand for with­hold­ing from wages.

In ad­di­tion, the em­ploy­ees of the bureau have the right to dis­con­nect con­sumers from wa­ter sup­ply and sew­er­age net­works in cases of late pay­ment of wa­ter bills, fail­ure to com­ply with the bureau's in­struc­tions, as well as in de­tect­ing theft facts, il­le­gal con­nec­tions to net­works.
