Test­ing in a New Way

Start­ing from the 2018/2019 aca­demic year, the tests for ap­pli­cants en­ter­ing the bach­e­lor's pro­gram will be held from Au­gust 1 to 15, and the re­sults of the tests will be pub­lished on the of­fi­cial web­site of the State Test­ing Cen­ter the day after they had been held.

This and other in­no­va­tions are pre­scribed by the reg­u­la­tion of the Pres­i­dent of the Repub­lic of Uzbek­istan “On im­prov­ing the or­der of con­duct­ing of En­trance tests for the bac­calau­re­ate of higher ed­u­ca­tional in­sti­tu­tions of the repub­lic”.

Ad­mis­sion for higher ed­u­ca­tion in­sti­tu­tions has been pro­vided in the ar­eas of ed­u­ca­tion in the spheres of cul­ture, art, de­sign, fine and ap­plied art, art his­tory, ar­chi­tec­ture, mu­sic ed­u­ca­tion, sports and phys­i­cal cul­ture, re­quir­ing spe­cial tal­ent from ap­pli­cants, through cre­ative ex­am­i­na­tions with­out con­duct­ing en­trance ex­am­i­na­tions.

The reg­u­la­tion specif­i­cally stip­u­lates that start­ing from 2018/2019 aca­demic year, the en­trance ex­am­i­na­tions will be con­ducted in sta­tion­ary and ad­di­tional pavil­ions of the Na­tional Ex­hi­bi­tion Com­plex “Uz­ex­po­markaz”, as well as in the Olympic Re­serves Col­lege in re­gional cen­ters or in the build­ings of other in­sti­tu­tions with a large ca­pac­ity. The main goal is to en­sure trans­parency and open­ness of the test pro­cesses for the pub­lic. In par­tic­u­lar, the pos­si­bil­ity of on­line video sur­veil­lance will be pro­vided for the par­ents of the en­trants.

Within the frame­work of the Safe City sys­tem the Min­istry of In­for­ma­tion Tech­nolo­gies and Com­mu­ni­ca­tions of the Repub­lic of Uzbek­istan was in­structed to pur­chase means of iden­ti­fi­ca­tion, video record­ing equip­ment, metal de­tec­tors, mon­i­tors and pre­fab­ri­cated pavil­ions to en­sure the safety of con­duct­ing en­trance ex­ams, to pre­vent neg­a­tive phe­nom­ena, to or­ga­nize the on­line trans­la­tion of process of en­trance ex­ams. After above­men­tioned equip­ment should be trans­ferred to the Min­istry of In­ter­nal Af­fairs for gra­tu­itous use as a state prop­erty, on the ba­sis of the op­er­at­ing man­age­ment.

At the same time, the State Test­ing Cen­ter, the Min­istry of Higher and Sec­ondary Spe­cial Ed­u­ca­tion, pub­lic ed­u­ca­tion, and jus­tice have to pro­pose to the Cab­i­net of Min­is­ters on amend­ments and ad­di­tions to the leg­is­la­tion on the strength­en­ing ex­ist­ing and tak­ing new mea­sures to in­crease the re­spon­si­bil­ity of the par­tic­i­pants in the test­ing process within a month.

The process of test­ing, the qual­ity of test as­sign­ments will be im­proved, the ex­pe­ri­ence of for­eign coun­tries in the test­ing sys­tem, as well as the qual­i­fi­ca­tion of spe­cial­ists in ad­vanced for­eign ed­u­ca­tional and sci­en­tific in­sti­tu­tions will be stud­ied.

The res­o­lu­tion also pro­vides the cre­ation of Fund for the De­vel­op­ment of the State Test­ing Cen­ter at the ex­pense of the ex­tra-bud­getary funds of this cen­ter and in­creased paid-con­tract rev­enues of higher ed­u­ca­tional in­sti­tu­tions (up to 5%).
