Testing in a New Way
Starting from the 2018/2019 academic year, the tests for applicants entering the bachelor's program will be held from August 1 to 15, and the results of the tests will be published on the official website of the State Testing Center the day after they had been held.
This and other innovations are prescribed by the regulation of the President of the Republic of Uzbekistan “On improving the order of conducting of Entrance tests for the baccalaureate of higher educational institutions of the republic”.
Admission for higher education institutions has been provided in the areas of education in the spheres of culture, art, design, fine and applied art, art history, architecture, music education, sports and physical culture, requiring special talent from applicants, through creative examinations without conducting entrance examinations.
The regulation specifically stipulates that starting from 2018/2019 academic year, the entrance examinations will be conducted in stationary and additional pavilions of the National Exhibition Complex “Uzexpomarkaz”, as well as in the Olympic Reserves College in regional centers or in the buildings of other institutions with a large capacity. The main goal is to ensure transparency and openness of the test processes for the public. In particular, the possibility of online video surveillance will be provided for the parents of the entrants.
Within the framework of the Safe City system the Ministry of Information Technologies and Communications of the Republic of Uzbekistan was instructed to purchase means of identification, video recording equipment, metal detectors, monitors and prefabricated pavilions to ensure the safety of conducting entrance exams, to prevent negative phenomena, to organize the online translation of process of entrance exams. After abovementioned equipment should be transferred to the Ministry of Internal Affairs for gratuitous use as a state property, on the basis of the operating management.
At the same time, the State Testing Center, the Ministry of Higher and Secondary Special Education, public education, and justice have to propose to the Cabinet of Ministers on amendments and additions to the legislation on the strengthening existing and taking new measures to increase the responsibility of the participants in the testing process within a month.
The process of testing, the quality of test assignments will be improved, the experience of foreign countries in the testing system, as well as the qualification of specialists in advanced foreign educational and scientific institutions will be studied.
The resolution also provides the creation of Fund for the Development of the State Testing Center at the expense of the extra-budgetary funds of this center and increased paid-contract revenues of higher educational institutions (up to 5%).
