High Level of Trust and Com­pre­hen­sive Sup­port

The be­gin­ning of the De­cem­ber will mark one year since Pres­i­dent of Uzbek­istan Shavkat Mirziy­oyev was elected by the pop­u­lar vote. This pe­riod laid the foun­da­tion of the be­gin­ning of car­di­nal changes in the life of the coun­try.

The Cen­ter for the Study of Pub­lic Opin­ion “Ij­ti­moiy Fikr” con­ducted a so­ci­o­log­i­cal sur­vey to iden­tify the rat­ing of peo­ple’s trust in the head of state.

The study of pub­lic opin­ion has shown that with the elec­tion of Shavkat Mirziy­oyev as Pres­i­dent of the Repub­lic of our coun­try has en­tered a new stage of so­cial and eco­nomic devel­op­ment. Cit­i­zens be­lieve that un­der his lead­er­ship for a short his­tor­i­cal pe­riod there have been car­di­nal changes in many spheres of so­ci­ety and state life.

The head of state, putting for­ward the Strat­egy of Ac­tion, noted that this is a pro­gram of real ac­tions of re­newal. The year 2017 was de­clared as the Year of Di­a­logue with Peo­ple and of Hu­man In­ter­ests in our coun­try. Our goal is to strengthen the mech­a­nisms that make the power of the peo­ple in the coun­try not nom­i­nal but real. We are deeply con­vinced: It is not the peo­ple who should serve the gov­ern­ment bod­ies, but it is the gov­ern­ment bod­ies who should serve our peo­ple.

The re­sults of the re­search con­vinc­ingly show that the over­whelm­ing ma­jor­ity of Uzbeks sup­port this strat­egy, which has been suc­cess­fully im­ple­mented. In the opin­ion of cit­i­zens, im­por­tant eco­nomic and po­lit­i­cal re­forms have been car­ried out in the coun­try that have made it pos­si­ble to im­prove the ex­ist­ing sys­tem of pub­lic ad­min­is­tra­tion, ca­pa­ble of re­spond­ing to mod­ern chal­lenges and threats, en­sur­ing the re­al­iza­tion of the in­ter­ests of every cit­i­zen and the so­ci­ety as a whole.

The over­whelm­ing ma­jor­ity of Uzbeks pos­i­tively as­sess Shavkat Mirziy­oyev’s ac­tiv­ity as the Pres­i­dent of Uzbek­istan and sup­port the main di­rec­tions of the state pol­icy im­ple­mented by the head of our repub­lic in all di­rec­tions.

Ac­cord­ing to the re­sults, 90.2% of the re­spon­dents ex­pressed the opin­ion that the pol­icy pur­sued by the Pres­i­dent of the coun­try meets the ex­pec­ta­tions and the hopes of the pop­u­la­tion. The mea­sures taken by the head of our state and the re­sults achieved this year in re­form­ing and mod­ern­iz­ing the econ­omy, the so­cial sphere, medicine, science and ed­u­ca­tion, the ju­di­cial and le­gal sys­tem, farm­ing and en­trepreneur­ship, and other ar­eas cor­re­spond to the ex­pec­ta­tions of cit­i­zens.

The ab­so­lute ma­jor­ity of cit­i­zens be­lieve that sig­nif­i­cant pos­i­tive re­sults have been achieved un­der the lead­er­ship of Shavkat Mirziy­oyev in strength­en­ing the rule of law and re­duc­ing crime, pro­tect­ing the rights, free­doms and law­ful in­ter­ests of peo­ple, cre­at­ing con­di­tions for a dig­ni­fied and pros­per­ous life for every cit­i­zen of our coun­try and every Uzbek fam­ily. Re­spon­dents par­tic­u­larly noted that the in­tro­duc­tion of the sys­tem of ac­tive and open di­a­logue with cit­i­zens - the “Peo­ple’s Re­cep­tion”, which con­trib­ute to an even greater pro­vi­sion of so­cial justice in so­ci­ety and the so­lu­tion of ac­tual prob­lems of the pop­u­la­tion, played a big role in this di­rec­tion.

90.7% of re­spon­dents ex­pressed the opin­ion that the head of state pur­sues a suc­cess­ful and ef­fec­tive for­eign pol­icy based on the prin­ci­ples of peace, co­op­er­a­tion and mu­tual re­spect. The Uzbek peo­ple sup­port the Pres­i­dent’s steps to pro­mote the in­ter­ests of the repub­lic on the in­ter­na­tional arena, the devel­op­ment of bi­lat­eral and mul­ti­lat­eral co­op­er­a­tion with for­eign coun­tries and the in­ten­si­fi­ca­tion of con­tacts in all di­rec­tions with neigh­bor­ing coun­tries, the es­tab­lish­ment of good-neigh­borly, friendly, part­ner and mu­tu­ally ben­e­fi­cial re­la­tions with them, and the im­prove­ment of the coun­try’s im­age in the world com­mu­nity.

The ma­jor­ity of cit­i­zens - 88.6% be­lieve that the coun­try has cre­ated ex­ten­sive op­por­tu­ni­ties for the devel­op­ment of busi­ness en­vi­ron­ment, the wide in­volve­ment of the pop­u­la­tion, es­pe­cially youth in en­trepreneur­ship, the devel­op­ment of fam­ily and home­based work, sub­sidiary farms, in­clud­ing con­ces­sional loans and taxation, and ex­pan­sion of ex­port ac­tiv­ity of sub­jects of pri­vate busi­ness and en­trepreneur­ship.

More than 90.9% of re­spon­dents noted sig­nif­i­cant progress in the con­struc­tion of mod­ern build­ings, res­i­den­tial com­plexes, re­con­struc­tion of hospi­tals and the con­struc­tion of new mod­ern med­i­cal cen­ters, ed­u­ca­tional in­sti­tu­tions and sports fa­cil­i­ties, the trans­for­ma­tion of the im­age of cities and vil­lages of the repub­lic.

More than 90.9% of re­spon­dents noted sig­nif­i­cant progress in the con­struc­tion of mod­ern build­ings, res­i­den­tial com­plexes, re­con­struc­tion of hospi­tals and the con­struc­tion of new mod­ern med­i­cal cen­ters, ed­u­ca­tional in­sti­tu­tions and sports fa­cil­i­ties, the trans­for­ma­tion of the im­age of cities and vil­lages of the repub­lic.

The sur­vey showed that 85.2% of the pop­u­la­tion be­lieves that in recent years in the coun­try quite ef­fec­tive so­cial pro­tec­tion has been per­form­ing, the liv­ing con­di­tions of cit­i­zens have been im­prov­ing, the em­ploy­ment of the peo­ple has been sup­port­ing and real in­comes of the pop­u­la­tion have been in­creas­ing. In the course of the sur­vey, peo­ple stressed the ef­fec­tive­ness of mea­sures taken to pro­vide af­ford­able hous­ing for the pop­u­la­tion.

In the opin­ion of 86.3% of cit­i­zens, the cre­ation of a new sys­tem of preschool ed­u­ca­tion, the restora­tion of 11-year ed­u­ca­tion in sec­ondary schools, the devel­op­ment of vo­ca­tional ed­u­ca­tion, con­trib­ute to fur­ther im­prov­ing the ef­fi­ciency of the ed­u­ca­tion and ed­u­ca­tion process, and the for­ma­tion of a young gen­er­a­tion with deep knowl­edge.

In the course of the so­ci­o­log­i­cal sur­vey, cit­i­zens ex­pressed the opin­ion that in the near fu­ture it is nec­es­sary to pay at­ten­tion to the so­lu­tion of such ur­gent prob­lems of con­cern to the pop­u­la­tion as rais­ing liv­ing standards, find­ing jobs and cre­at­ing new jobs, in­creas­ing the coun­try’s in­tel­lec­tual and moral po­ten­tial, im­prov­ing the qual­ity and level of the work of ed­u­ca­tional in­sti­tu­tions, pro­vid­ing the pop­u­la­tion with gas, wa­ter, elec­tric­ity, im­prov­ing the mech­a­nisms of so­cial pro­tec­tion of the pop­u­la­tion, pro­tect­ing the en­vi­ron­ment and ra­tional use of nat­u­ral re­sources and so on.

The pub­lic opin­ion poll showed a high level of pub­lic con­fi­dence in the Pres­i­dent of Uzbek­istan Shavkat Mirziy­oyev and com­pre­hen­sive sup­port of the pol­icy within the frame­work of the Strat­egy of Ac­tion for the five pri­or­ity devel­op­ment di­rec­tions of the Repub­lic of Uzbek­istan in 2017-2021. The over­whelm­ing ma­jor­ity of Uzbeks are firmly con­vinced that the head of our state has jus­ti­fied the ex­pec­ta­tions and hopes of cit­i­zens, en­joys high author­ity among the peo­ple. Mon­i­tor­ing revealed that the trust rat­ing to the Pres­i­dent grew from 92.4% in July 2017 to 93.1% in Oc­to­ber 2017.

Ac­cord­ing to Uzbeks, the re­forms made it pos­si­ble to im­prove the ex­ist­ing sys­tem of pub­lic ad­min­is­tra­tion, which en­sures the re­al­iza­tion of the in­ter­ests of the coun­try, so­ci­ety and every cit­i­zen.
