On Competition Basis
The competition on applications for equipment is held among the research and higher educational institutions involved in the implementation of state scientific and technical programs. The Agency for Science and Technology will announce annually in August about this information in the media, as well as in online publications and on its website.
This follows from the resolution of the State Commission for Science and Technology of November 15, 2017, which approved the Regulation on the procedure for equipping (retrofitting) with scientific, technological and laboratory equipment of scientific research and higher educational institutions involved in the implementation of state scientific and technical programs, and for the uninterrupted supply of scientific laboratories with necessary consumables and components.
Applications of research and higher educational institutions are submitted to the agency on the basis of an official letter from ministries or departments to which they directly report.
Research and higher educational institutions will justify applications in the form of a presentation.
To examine the applications and to obtain substantiated conclusions, the agency will form expert groups. They will review the applications within 2 months and will present the final conclusion to the agency in their own areas. Then they will be summarized and submitted to the State Commission for Science and Technology for approval. The Fund for Support and Development of Scientific and Technical Activities will provide an approved list of applications of JSC “Uztrade” for the study and selection of foreign suppliers and producers. JSC will provide to the expert groups the proposals of foreign suppliers and producers, determined by the applications, for the final selection and receipt of the technical conclusion.
In total, in the period from 2018 to 2021, more than 116 billion sums will be allocated for the reconstruction and overhaul of buildings and structures of scientific research institutions, and over $32.2 million will be provided for equipping and providing the necessary components, consumables and reagents.
