A Plat­form for Di­a­logue be­tween the State and So­ci­ety

An in­ter­na­tional con­fer­ence or­ga­nized in Tashkent on “The role of the mass me­dia in en­sur­ing di­a­logue be­tween the state and so­ci­ety at a new stage of de­vel­op­ment of Uzbek­istan”.

The event was or­ga­nized by the Na­tional As­so­ci­a­tion of Elec­tronic Me­dia of Uzbek­istan and the Par­lia­men­tary Com­mis­sion for Man­ag­ing the Funds of the Pub­lic Fund to Sup­port Non-Governmental Non-profit Or­ga­ni­za­tions and Other Civil So­ci­ety In­sti­tu­tions un­der the Oliy Ma­jlis. Mem­bers of the Se­nate and deputies of the Leg­isla­tive Cham­ber of the Oliy Ma­jlis, rep­re­sen­ta­tives of min­istries and de­part­ments, the diplo­matic corps and in­ter­na­tional or­ga­ni­za­tions, ex­perts and mass me­dia took part in it.

It was noted that un­der the lead­er­ship of the Pres­i­dent of our coun­try Shavkat Mirziy­oyev, large-scale re­forms are be­ing im­ple­mented in all spheres of so­ci­ety. It was em­pha­sized that the mass me­dia are ac­tively work­ing in this process with the aim of bring­ing the essence and sig­nif­i­cance of re­forms car­ried out in so­ci­ety to the pub­lic.

- The mass me­dia of our coun­try are try­ing to or­ga­nize its ac­tiv­i­ties in such a way as to widely pub­li­cize the changes tak­ing place in so­ci­ety, changes in peo­ple’s lives and out­look, - said Ak­mal Saidov, chair­man of the Par­lia­men­tary Com­mis­sion un­der the Oliy Ma­jlis. - Spe­cial at­ten­tion is paid to the estab­lish­ment of demo­cratic prin­ci­ples on the ba­sis of na­tional cus­toms.

At the same time, in con­di­tions when di­a­logue with peo­ple, con­stant at­ten­tion to their prob­lems are raised to the rank of state pol­icy, life it­self re­quires fur­ther en­hance­ment of the im­por­tance of the mass me­dia as an open plat­form for free ex­pres­sion of will.

Chair­man of the Board of the Na­tional As­so­ci­a­tion of Elec­tronic Mass Me­dia of Uzbek­istan, the Hon­ored Jour­nal­ist of Uzbek­istan, Fir­davs Ab­dukha­likov un­der­lined that the Ac­tion Strat­egy, de­vel­oped at the ini­tia­tive of the Pres­i­dent of our coun­try Shavkat Mirziy­oyev, de­ter­mined im­por­tant ar­eas for turn­ing the mass me­dia into a “fourth power”, en­sur­ing plu­ral­ism of opin­ions and views in the na­tional me­dia space, tran­si­tion of quan­ti­ta­tive in­di­ca­tors of their ac­tiv­i­ties to qual­i­ta­tive ones.

Pres­i­dent Shavkat Mirziy­oyev, at a solemn meet­ing ded­i­cated to the 25th an­niver­sary of the adop­tion of the Con­sti­tu­tion of Uzbek­istan, high­lighted the role of the me­dia in en­sur­ing free­dom of speech and be­lief, stress­ing that mass me­dia are called upon to be­come an ef­fec­tive tool for bring­ing the needs of the pop­u­la­tion to the au­thor­i­ties, the clos­est aide to the peo­ple, a mir­ror of democ­racy. The main di­rec­tion of their ac­tiv­i­ties should be a crit­i­cal and ob­jec­tive assess­ment of the work of gov­ern­ment bod­ies and man­age­ment, iden­ti­fy­ing and high­light­ing short­com­ings, top­i­cal prob­lems in var­i­ous fields.

Dur­ing the event, mea­sures and mech­a­nisms of con­sis­tent im­ple­men­ta­tion of cur­rent tasks as­signed by the Pres­i­dent of our coun­try to the mass me­dia in the process of bring­ing to the pop­u­la­tion the fun­da­men­tal changes tak­ing place in the coun­try, cov­er­ing up the changes in peo­ple’s life and world­view were dis­cussed. Pre­sen­ta­tions were made on fur­ther lib­er­al­iza­tion of the in­for­ma­tion sphere, as well as new meth­ods of en­sur­ing eco­nomic in­de­pen­dence of non-state tele­vi­sion and ra­dio stu­dios and is­sues of man­age­ment of the dig­i­tal me­dia mar­ket.

- The re­sults of the prac­ti­cal work car­ried out in Uzbek­istan aimed at re­form­ing the so­cial sphere are pri­mar­ily man­i­fested in the at­ten­tion paid to en­sur­ing the plu­ral­ism of opin­ions and views in the na­tional me­dia, - said John MacGre­gor, the OSCE Project Co­or­di­na­tor in our coun­try. - The fo­rum was im­por­tant be­cause it pro­vided an op­por­tu­nity to an­a­lyze the on­go­ing work to strengthen the ef­fec­tive­ness of the me­dia, to en­sure its eco­nomic in­de­pen­dence, to en­hance the role of non-state tele­vi­sion and ra­dio sta­tions, the cur­rent state and prospects for re­train­ing and im­prov­ing the skills of artists.

Fol­low­ing the con­fer­ence, rec­om­men­da­tions were de­vel­oped on the is­sues of de­vel­op­ment of the na­tional in­for­ma­tion and dig­i­tal me­dia space.
