A Platform for Dialogue between the State and Society
An international conference organized in Tashkent on “The role of the mass media in ensuring dialogue between the state and society at a new stage of development of Uzbekistan”.
The event was organized by the National Association of Electronic Media of Uzbekistan and the Parliamentary Commission for Managing the Funds of the Public Fund to Support Non-Governmental Non-profit Organizations and Other Civil Society Institutions under the Oliy Majlis. Members of the Senate and deputies of the Legislative Chamber of the Oliy Majlis, representatives of ministries and departments, the diplomatic corps and international organizations, experts and mass media took part in it.
It was noted that under the leadership of the President of our country Shavkat Mirziyoyev, large-scale reforms are being implemented in all spheres of society. It was emphasized that the mass media are actively working in this process with the aim of bringing the essence and significance of reforms carried out in society to the public.
- The mass media of our country are trying to organize its activities in such a way as to widely publicize the changes taking place in society, changes in people’s lives and outlook, - said Akmal Saidov, chairman of the Parliamentary Commission under the Oliy Majlis. - Special attention is paid to the establishment of democratic principles on the basis of national customs.
At the same time, in conditions when dialogue with people, constant attention to their problems are raised to the rank of state policy, life itself requires further enhancement of the importance of the mass media as an open platform for free expression of will.
Chairman of the Board of the National Association of Electronic Mass Media of Uzbekistan, the Honored Journalist of Uzbekistan, Firdavs Abdukhalikov underlined that the Action Strategy, developed at the initiative of the President of our country Shavkat Mirziyoyev, determined important areas for turning the mass media into a “fourth power”, ensuring pluralism of opinions and views in the national media space, transition of quantitative indicators of their activities to qualitative ones.
President Shavkat Mirziyoyev, at a solemn meeting dedicated to the 25th anniversary of the adoption of the Constitution of Uzbekistan, highlighted the role of the media in ensuring freedom of speech and belief, stressing that mass media are called upon to become an effective tool for bringing the needs of the population to the authorities, the closest aide to the people, a mirror of democracy. The main direction of their activities should be a critical and objective assessment of the work of government bodies and management, identifying and highlighting shortcomings, topical problems in various fields.
During the event, measures and mechanisms of consistent implementation of current tasks assigned by the President of our country to the mass media in the process of bringing to the population the fundamental changes taking place in the country, covering up the changes in people’s life and worldview were discussed. Presentations were made on further liberalization of the information sphere, as well as new methods of ensuring economic independence of non-state television and radio studios and issues of management of the digital media market.
- The results of the practical work carried out in Uzbekistan aimed at reforming the social sphere are primarily manifested in the attention paid to ensuring the pluralism of opinions and views in the national media, - said John MacGregor, the OSCE Project Coordinator in our country. - The forum was important because it provided an opportunity to analyze the ongoing work to strengthen the effectiveness of the media, to ensure its economic independence, to enhance the role of non-state television and radio stations, the current state and prospects for retraining and improving the skills of artists.
Following the conference, recommendations were developed on the issues of development of the national information and digital media space.
