Pres­i­dent Shavkat Mirziy­oyev stressed the need for in­no­va­tive de­vel­op­ment of all spheres of life. To ac­cel­er­ate these pro­cesses, the Min­istry of In­no­va­tive De­vel­op­ment of the Repub­lic of Uzbek­istan was es­tab­lished. What is planned to be done so that the par­tic­i­pa­tion of sci­en­tists in our life would be more ac­tive, ef­fec­tive and no­tice­able?

-Such at­ten­tion to sci­ence in our coun­try has never been, said the Min­is­ter of In­no­va­tive De­vel­op­ment of the Repub­lic of Uzbek­istan Ibro­him Ab­du­rah­monov at the be­gin­ning of the in­ter­view.

- The min­istry in­cludes 6 de­part­ments and 17 di­vi­sions. Each branch of sci­en­tific ac­tiv­ity has a struc­tural sub­di­vi­sion. The min­is­ter has 4 deputies and 82 staff units of man­age­ment per­son­nel. The num­ber of em­ploy­ees is al­lowed to in­crease, as nec­es­sary, at the ex­pense of the In­no­va­tion De­vel­op­ment Sup­port Fund and in­no­va­tive ideas. Now we are ac­tively en­gaged in staffing the units with ac­tive and en­ter­pris­ing spe­cial­ists. When a par­tic­u­lar per­son is re­spon­si­ble for the so­lu­tion of spe­cific tasks and tasks is be­ing as­signed on him, af­ford­able for one per­son, then the re­sults will be qual­i­ta­tive, ad­e­quate. It is on this prin­ci­ple that the ac­tiv­i­ties of the min­istry will be based.

At a new stage of de­vel­op­ment, the coun­try as never needs young en­ter­pris­ing and well-trained spe­cial­ists, ready to solve ur­gent prob­lems of the de­vel­op­ment of so­ci­ety. In their prepa­ra­tion, the in­te­gra­tion of ed­u­ca­tion, sci­ence and pro­duc­tion is im­por­tant. Stu­dent youth should re­ceive re­li­able in­for­ma­tion about the ca­pa­bil­i­ties of sci­en­tific in­sti­tu­tions, the needs of or­ga­ni­za­tions and en­ter­prises in de­vel­op­ment. Those who wish can be­gin work on solv­ing a par­tic­u­lar prob­lem un­der the guid­ance of their teach­ers. At the same time, the in­te­gra­tion process should im­prove the level of per­son­nel train­ing in ac­cor­dance with the re­quire­ments of the time. Af­ter all, only close co­op­er­a­tion of univer­si­ties with the in­sti­tu­tions of sci­ence and po­ten­tial users of per­son­nel and sci­en­tific de­vel­op­ments can pro­vide the univer­si­ties with the most com­plete and re­li­able in­for­ma­tion about the real sit­u­a­tion both in the la­bor mar­ket and in the mar­ket of high tech­nol­ogy de­vel­op­ments. This work will take spe­cial man­age­ment.

Those who will­ing to work on solv­ing a par­tic­u­lar task can be­gin un­der the guid­ance of their teach­ers. At the same time, the in­te­gra­tion process should im­prove the level of per­son­nel train­ing in ac­cor­dance with the re­quire­ments of the time. Af­ter all, only close co­op­er­a­tion of univer­si­ties with the in­sti­tu­tions of sci­ence and po­ten­tial users of per­son­nel and sci­en­tific de­vel­op­ments can pro­vide the univer­si­ties with the most com­plete and re­li­able in­for­ma­tion about the real sit­u­a­tion both in the la­bor mar­ket and in the mar­ket of high tech­nol­ogy de­vel­op­ments. Spe­cial man­age­ment will deal with this work.

The ac­tiv­ity of an­other 5 de­part­ments is aimed at con­duct­ing re­search and im­ple­men­ta­tion of de­vel­op­ments. These spe­cial­ists will be fo­cused on whole range of is­sues that re­quire an early sci­en­tific so­lu­tion and pos­si­ble ca­pa­bil­i­ties of sci­en­tific in­sti­tu­tions that can be used to solve prob­lems. Each of them will be re­spon­si­ble for a cer­tain di­rec­tion such as state and pub­lic con­struc­tion ed­u­ca­tion and health fi­nan­cial and eco­nomic sec­tor real sec­tor of the econ­omy and re­gional de­vel­op­ment.

A sci­en­tist should not fo­cus on deal­ing with a cer­tain cir­cle of col­leagues. At the same time, the wider the cir­cle of com­mu­ni­ca­tion is, the more ef­fec­tive and pro­gres­sive the de­vel­op­ments are that he pro­poses. That is why, at the new stage, pri­or­ity is given to devel­op­ing co­op­er­a­tion with lead­ing for­eign sci­en­tific cen­ters and in­sti­tutes. It will be di­verse it is also par­tic­i­pa­tion in con­fer­ences, send­ing young peo­ple to in­tern­ships, con­duct­ing joint re­search. More­over, we will in­vite for­eign ex­perts to work with us in Uzbek­istan. For ex­am­ple, a group of for­eign con­sul­tants will work in the struc­ture of the min­istry it­self.

In ad­di­tion, in 2018 we will or­ga­nize “con­sult­ing ser­vices” for for­eign donor or­ga­ni­za­tions, which carry out their ac­tiv­i­ties in the field of sci­ence. For us, this is a way to at­tract ad­di­tional in­vest­ment in the de­vel­op­ment of do­mes­tic re­search. A plan of mea­sures to co­or­di­nate their ac­tiv­i­ties will also be de­vel­oped.

- oday, sci­en­tists and e perts point to the e is­tence of cer­tain in­er­tia in in­tro­duc­tion of sci­en­tific de­vel­op­ments in life. How will these is­sues be ad­dressed?

- In the com­ing 2018, we have to carry out a crit­i­cal anal­y­sis of the state of in­no­va­tive de­vel­op­ments and their im­ple­men­ta­tion in the econ­omy. The Min­istry plans to iden­tify, sys­tem­atize and sum­ma­rize prob­lems that ham­per the cre­ation and im­ple­men­ta­tion of in­no­va­tive de­vel­op­ments and ideas, as well as to de­velop a set of mea­sures to elim­i­nate them.

To im­ple­ment de­vel­op­ment for var­i­ous rea­sons is some­times more dif­fi­cult than to cre­ate them. An­nu­ally more than 500 sci­en­tific de­vel­op­ments are ex­hib­ited at the Repub­li­can Fair of In­no­va­tive Ideas, Tech­nolo­gies and Projects, and only dozens of them are be­ing in­tro­duced. I want to em­pha­size that the ex­hi­bi­tion in­cludes de­vel­op­ments that have been thor­oughly ex­am­ined for rel­e­vance to the de­vel­op­ment of the econ­omy. More­over, most of them are im­ple­mented within the frame­work of state sci­en­tific and tech­ni­cal pro­grams, and state grants, as known, are also al­lo­cated to the most im­por­tant and rel­e­vant de­vel­op­ments.

In or­der to ac­ti­vate the im­ple­men­ta­tion process, it is nec­es­sary to pre­scribe the prin­ci­ples of state reg­u­la­tion and the forms of sup­port for sci­en­tific and in­no­va­tion ac­tiv­ity, and to ex­pand the pos­si­bil­i­ties for us­ing in­no­va­tive ideas, de­vel­op­ments and tech­nolo­gies at the leg­isla­tive level.

This task will be solved with the adop­tion of new reg­u­la­tory and le­gal acts, in par­tic­u­lar laws “On Sci­ence” and “On In­no­va­tion”. At meet­ings the head of our state also spoke about the need for their rapid de­vel­op­ment.

In ad­di­tion, in 2018, the Min­istry implements an ac­tion plan, in­clud­ing the adop­tion of mea­sures to es­tab­lish ad­vi­sory ser­vices un­der re­search or­ga­ni­za­tions aimed at pro­vid­ing ser­vices for the in­tro­duc­tion of de­vel­op­ments in pro­duc­tion (Ex­ten­sion Ser­vices) and for de­ter­min­ing their re­spon­si­bil­i­ties. It is also planned to con­duct an anal­y­sis of sec­to­rial re­search in­sti­tu­tions and to pre­pare pro­pos­als for their im­prove­ment. We also plan the re­or­ga­ni­za­tion of the fi­nan­cial mech­a­nism from the point of view of in­no­va­tive de­vel­op­ment. More­over we also plan to se­lect 100 best in­tel­lec­tual prop­erty ob­jects for their assess­ment tak­ing into ac­count in­ter­na­tional re­quire­ments and devel­op­ing mech­a­nisms for their li­cens­ing in the na­tional econ­omy and on for­eign mar­kets.

Also in 2018, the min­istry in­tends to in­clude Uzbek­istan in the list of coun­tries of the in­ter­na­tional Global In­no­va­tion In­dex (Global In­no­va­tion In­dex). In ad­di­tion, we will de­velop a set of mea­sures to im­prove the po­si­tion of Uzbek­istan in this rat­ing, and, con­se­quently, in­no­va­tive de­vel­op­ment. Thus, an assess­ment of in­no­va­tive de­vel­op­ment, cor­re­spond­ing to high in­ter­na­tional re­quire­ments, will be im­ple­mented in the coun­try.

- t the same time, the is­sue of im­prov­ing the mech­a­nisms for the com­mer­cial­iza­tion of sci­en­tific de­vel­op­ments seems to be top­i­cal. How do you see this process?

- We need to cre­ate new plat­forms for ac­tive com­mu­ni­ca­tion of sci­en­tists with po­ten­tial con­sumers of the re­sults of their in­tel­lec­tual work. And in this di­rec­tion the gov­ern­ment has al­ready made cer­tain de­ci­sions.

For 10 years, the an­nual Repub­li­can Fair of In­no­va­tive Ideas, Tech­nolo­gies and Projects has be­come the largest area for the com­mer­cial­iza­tion of sci­en­tific thought. Thanks to the fair, hun­dreds of sci­en­tific de­vel­op­ments were put into prac­tice. Thus, Al­ma­lyk Min­ing and Me­tal­lur­gi­cal Com­bine re­ceive non-fer­rous met­als from its own waste. Oil-mill fac­to­ries have es­tab­lished the pro­duc­tion of a low-pro­file sol­vent cake, used as feed for live­stock. En­ter­prises of the phar­ma­ceu­ti­cal in­dus­try have mas­tered the pro­duc­tion of sev­eral dozens of orig­i­nal medicines, and farm­ers have re­ceived new high-yield va­ri­eties of agri­cul­tural crops. We will con­tinue to pay great at­ten­tion to hold­ing of fairs, es­pe­cially re­gional ones.

At the same time, it is nec­es­sary to cre­ate per­ma­nent ser­vices and grounds that would per­ma­nently func­tion as a link be­tween sci­en­tists and po­ten­tial con­sumers of their prod­ucts. There­fore, within the min­istry, a depart­ment for com­mer­cial­iz­ing the re­sults of in­no­va­tive projects is be­ing cre­ated, and a Sci­en­tific and Prac­ti­cal Cen­ter for In­no­va­tion will be built in the stu­dent city by 2019. It will be lo­cated in the same new build­ing as the Min­istry.

It is very sym­bolic that the new build­ing of the Min­istry and the Sci­en­tific and Prac­ti­cal Cen­ter will be built in a mod­ern style with us­ing mod­ern tech­nolo­gies. It will be­come a kind of sym­bol of our as­pi­ra­tions.

We will pay spe­cial at­ten­tion to the de­vel­op­ment of technoparks that will be spe­cial­ized on in­dus­trial de­vel­op­ment of pro­duc­tion. The first one is the techno park “Yash­no­bod” that has al­ready started to work.

- What mea­sures will be taken to cre­ate con­di­tions for the sci­en­tists, for the ap­pear­ance of re­ally nec­es­sary in­no­va­tive de­vel­op­ments?

- The process of cre­at­ing sci­en­tific in­sti­tu­tions aimed at solv­ing ur­gent prob­lems will be con­tin­u­ing. The year 2017 was fruit­ful in this way.

A spe­cial sci­en­tific lab­o­ra­tory for the de­sign of uni­forms was cre­ated by the Gov­ern­ment spe­cial so­lu­tions within the Tashkent In­sti­tute of Tex­tile and Light In­dus­try, Sci­en­tific Re­search Cen­ter of Wal­nut, State Com­mit­tee of the Repub­lic of Uzbek­istan on Ecol­ogy and En­vi­ron­men­tal Pro­tec­tion, the Re­search In­sti­tute of Forestry and a num­ber of other sci­en­tific in­sti­tu­tions.

Much at­ten­tion is paid to strength­en­ing the ma­te­rial and tech­ni­cal base of sci­en­tific in­sti­tu­tions. I want to em­pha­size that a fun­da­men­tally new mech­a­nism is be­ing in­tro­duced in the coun­try to equip sci­en­tific in­sti­tu­tions with equip­ment on a com­pet­i­tive ba­sis. Thus, a sys­tem will be cre­ated to pro­vide sci­en­tific in­sti­tu­tions with the most upto-date sci­en­tific equip­ment nec­es­sary to solve the most press­ing sci­ence-in­ten­sive prob­lems with the ap­pli­ca­tion of the lat­est world achieve­ments in sci­ence and tech­nol­ogy.
