President Shavkat Mirziyoyev stressed the need for innovative development of all spheres of life. To accelerate these processes, the Ministry of Innovative Development of the Republic of Uzbekistan was established. What is planned to be done so that the participation of scientists in our life would be more active, effective and noticeable?
-Such attention to science in our country has never been, said the Minister of Innovative Development of the Republic of Uzbekistan Ibrohim Abdurahmonov at the beginning of the interview.
- The ministry includes 6 departments and 17 divisions. Each branch of scientific activity has a structural subdivision. The minister has 4 deputies and 82 staff units of management personnel. The number of employees is allowed to increase, as necessary, at the expense of the Innovation Development Support Fund and innovative ideas. Now we are actively engaged in staffing the units with active and enterprising specialists. When a particular person is responsible for the solution of specific tasks and tasks is being assigned on him, affordable for one person, then the results will be qualitative, adequate. It is on this principle that the activities of the ministry will be based.
At a new stage of development, the country as never needs young enterprising and well-trained specialists, ready to solve urgent problems of the development of society. In their preparation, the integration of education, science and production is important. Student youth should receive reliable information about the capabilities of scientific institutions, the needs of organizations and enterprises in development. Those who wish can begin work on solving a particular problem under the guidance of their teachers. At the same time, the integration process should improve the level of personnel training in accordance with the requirements of the time. After all, only close cooperation of universities with the institutions of science and potential users of personnel and scientific developments can provide the universities with the most complete and reliable information about the real situation both in the labor market and in the market of high technology developments. This work will take special management.

The activity of another 5 departments is aimed at conducting research and implementation of developments. These specialists will be focused on whole range of issues that require an early scientific solution and possible capabilities of scientific institutions that can be used to solve problems. Each of them will be responsible for a certain direction such as state and public construction education and health financial and economic sector real sector of the economy and regional development.
A scientist should not focus on dealing with a certain circle of colleagues. At the same time, the wider the circle of communication is, the more effective and progressive the developments are that he proposes. That is why, at the new stage, priority is given to developing cooperation with leading foreign scientific centers and institutes. It will be diverse it is also participation in conferences, sending young people to internships, conducting joint research. Moreover, we will invite foreign experts to work with us in Uzbekistan. For example, a group of foreign consultants will work in the structure of the ministry itself.
In addition, in 2018 we will organize “consulting services” for foreign donor organizations, which carry out their activities in the field of science. For us, this is a way to attract additional investment in the development of domestic research. A plan of measures to coordinate their activities will also be developed.
- oday, scientists and e perts point to the e istence of certain inertia in introduction of scientific developments in life. How will these issues be addressed?
- In the coming 2018, we have to carry out a critical analysis of the state of innovative developments and their implementation in the economy. The Ministry plans to identify, systematize and summarize problems that hamper the creation and implementation of innovative developments and ideas, as well as to develop a set of measures to eliminate them.
To implement development for various reasons is sometimes more difficult than to create them. Annually more than 500 scientific developments are exhibited at the Republican Fair of Innovative Ideas, Technologies and Projects, and only dozens of them are being introduced. I want to emphasize that the exhibition includes developments that have been thoroughly examined for relevance to the development of the economy. Moreover, most of them are implemented within the framework of state scientific and technical programs, and state grants, as known, are also allocated to the most important and relevant developments.
In order to activate the implementation process, it is necessary to prescribe the principles of state regulation and the forms of support for scientific and innovation activity, and to expand the possibilities for using innovative ideas, developments and technologies at the legislative level.
This task will be solved with the adoption of new regulatory and legal acts, in particular laws “On Science” and “On Innovation”. At meetings the head of our state also spoke about the need for their rapid development.
In addition, in 2018, the Ministry implements an action plan, including the adoption of measures to establish advisory services under research organizations aimed at providing services for the introduction of developments in production (Extension Services) and for determining their responsibilities. It is also planned to conduct an analysis of sectorial research institutions and to prepare proposals for their improvement. We also plan the reorganization of the financial mechanism from the point of view of innovative development. Moreover we also plan to select 100 best intellectual property objects for their assessment taking into account international requirements and developing mechanisms for their licensing in the national economy and on foreign markets.
Also in 2018, the ministry intends to include Uzbekistan in the list of countries of the international Global Innovation Index (Global Innovation Index). In addition, we will develop a set of measures to improve the position of Uzbekistan in this rating, and, consequently, innovative development. Thus, an assessment of innovative development, corresponding to high international requirements, will be implemented in the country.
- t the same time, the issue of improving the mechanisms for the commercialization of scientific developments seems to be topical. How do you see this process?
- We need to create new platforms for active communication of scientists with potential consumers of the results of their intellectual work. And in this direction the government has already made certain decisions.
For 10 years, the annual Republican Fair of Innovative Ideas, Technologies and Projects has become the largest area for the commercialization of scientific thought. Thanks to the fair, hundreds of scientific developments were put into practice. Thus, Almalyk Mining and Metallurgical Combine receive non-ferrous metals from its own waste. Oil-mill factories have established the production of a low-profile solvent cake, used as feed for livestock. Enterprises of the pharmaceutical industry have mastered the production of several dozens of original medicines, and farmers have received new high-yield varieties of agricultural crops. We will continue to pay great attention to holding of fairs, especially regional ones.
At the same time, it is necessary to create permanent services and grounds that would permanently function as a link between scientists and potential consumers of their products. Therefore, within the ministry, a department for commercializing the results of innovative projects is being created, and a Scientific and Practical Center for Innovation will be built in the student city by 2019. It will be located in the same new building as the Ministry.
It is very symbolic that the new building of the Ministry and the Scientific and Practical Center will be built in a modern style with using modern technologies. It will become a kind of symbol of our aspirations.
We will pay special attention to the development of technoparks that will be specialized on industrial development of production. The first one is the techno park “Yashnobod” that has already started to work.
- What measures will be taken to create conditions for the scientists, for the appearance of really necessary innovative developments?
- The process of creating scientific institutions aimed at solving urgent problems will be continuing. The year 2017 was fruitful in this way.
A special scientific laboratory for the design of uniforms was created by the Government special solutions within the Tashkent Institute of Textile and Light Industry, Scientific Research Center of Walnut, State Committee of the Republic of Uzbekistan on Ecology and Environmental Protection, the Research Institute of Forestry and a number of other scientific institutions.
Much attention is paid to strengthening the material and technical base of scientific institutions. I want to emphasize that a fundamentally new mechanism is being introduced in the country to equip scientific institutions with equipment on a competitive basis. Thus, a system will be created to provide scientific institutions with the most upto-date scientific equipment necessary to solve the most pressing science-intensive problems with the application of the latest world achievements in science and technology.
