- Fe­bru­ary 7, 2017 was the start of a new stage in the his­tory of our na­tional state­hood. At the ini­tia­tive of the Pres­i­dent of Uzbek­istan Shavkat Mirziy­oyev, the Strat­egy of Ac­tions was adopted on five pri­or­ity di­rec­tions for de­vel­op­ment of the Repub­lic of Uzbek­istan in 2017-2021.

The doc­u­ment, which pre­de­ter­mines the life of the coun­try for the next 5 years, was de­vel­oped as a re­sult of con­struc­tive dis­cus­sions and dis­cus­sions with broad sec­tions of the pop­u­la­tion, rep­re­sen­ta­tives of the pub­lic and busi­ness cir­cles, lead­ers and spe­cial­ists of state bod­ies, as well as study of cur­rent leg­is­la­tion, in­for­ma­tion and an­a­lyt­i­cal ma­te­ri­als, re­ports, rec­om­men­da­tions and reviews of na­tional and in­ter­na­tional or­ga­ni­za­tions, the ex­pe­ri­ence of de­vel­oped for­eign coun­tries.

The goal of the Strat­egy is to rad­i­cally in­crease the ef­fec­tive­ness of the re­forms, cre­ate con­di­tions for en­sur­ing com­pre­hen­sive and ac­cel­er­ated de­vel­op­ment of the state and so­ci­ety, mod­ern­iza­tion of the coun­try and lib­er­al­iza­tion of all spheres of life.

Dur­ing the prepa­ra­tion of projects, an ac­tive dis­cus­sion among the pub­lic was launched. The project was posted on var­i­ous in­for­ma­tion plat­forms for dis­cus­sion, which re­sulted in nu­mer­ous pro­pos­als and feed­back. Cit­i­zens of the coun­try showed a spe­cial in­ter­est and own­er­ship of the re­forms, demon­strat­ing high po­lit­i­cal and le­gal ac­tiv­ity. In par­tic­u­lar, fol­low­ing the re­sults of the pub­lic dis­cus­sion of the projects on the por­tal «The Sys­tem for As­sess­ing the Im­pact of Leg­isla­tive Acts», there were 1,310 pro­pos­als and feed­back, on the ba­sis of which 41 items of the State Pro­gram were re­vised.

Also in the pe­riod of Jan­uary 23-27, 2017, in Tashkent, a me­dia week and an in­ter­na­tional round ta­ble were or­ga­nized, in which over 1,300 ex­perts and ex­perts, rep­re­sen­ta­tives of the pub­lic, the me­dia, the diplo­matic corps and in­ter­na­tional or­ga­ni­za­tions, as well as ma­jor for­eign in­vestors, car­ry­ing out the ac­tiv­ity in Uzbek­istan.

The col­lected pro­pos­als, their study and gen­er­al­iza­tion be­came the ba­sis of the Strat­egy of Ac­tions and other pro­grams that marked the des­tiny of the state in the near fu­ture.

The Strat­egy was based on the con­cep­tual is­sues of so­cio-po­lit­i­cal, so­cioe­co­nomic, cul­tural and hu­man­i­tar­ian de­vel­op­ment of the coun­try, voiced by the Pres­i­dent of the Repub­lic of Uzbek­istan Shavkat Mirziy­oyev dur­ing the elec­tion cam­paign, nu­mer­ous meet­ings with the pub­lic, rep­re­sen­ta­tives of busi­ness cir­cles and gov­ern­ment bod­ies.

The Strat­egy of Ac­tions is to be im­ple­mented in five stages, within each of which a sep­a­rate an­nual State pro­gram for its im­ple­men­ta­tion will be ap­proved. The first stage of re­forms is re­flected in the State Pro­gram «Year of Di­a­logue with the Peo­ple and of Hu­man In­ter­ests». As a re­sult of the ef­fec­tive im­ple­men­ta­tion of

437 events, con­sist­ing of 320 items, the adop­tion of 29 laws and more than

900 other leg­isla­tive acts, pos­i­tive changes have been achieved in all spheres of life of the state and so­ci­ety.

Dur­ing the pass­ing year 2017, a num­ber of ini­tia­tives of the head of our state in the sphere of de­vel­op­ment of state power and ad­min­is­tra­tion, ju­di­cial and le­gal sys­tem, agri­cul­ture, oil and gas, chem­i­cal, min­ing, en­ergy, con­struc­tion, ar­chi­tec­tural in­dus­try, road and trans­port com­mu­ni­ca­tions, phar­ma­ceu­ti­cal, tex­tile, ser­vice, tourism, in­for­ma­tion tech­nolo­gies, as well as com­plex so­cioe­co­nomic de­vel­op­ment of the re­gions. The guar­an­tees for pro­tect­ing the rights and free­doms of cit­i­zens are strength­ened.

Within the frame­work of state and re­gional pro­grams, mea­sures have been taken to ad­dress prob­lems of con­cern to peo­ple and re­lated to their daily con­cerns. Ef­fec­tive im­ple­men­ta­tion of tasks in the sphere of en­sur­ing the bal­ance be­tween the in­ter­ests of the state and so­ci­ety, the in­tro­duc­tion of new meth­ods in pub­lic ad­min­is­tra­tion, im­prov­ing pub­lic ad­min­is­tra­tion, cre­at­ing de­cent liv­ing con­di­tions for peo­ple.

The most im­por­tant is the con­sis­tent con­tin­u­a­tion of the pro­cesses of fur­ther lib­er­al­iza­tion and re­form of all spheres of so­ci­ety. Ac­tual prob­lems in all sec­tors are openly dis­cussed with the pop­u­la­tion, with the search for op­ti­mal so­lu­tions. The adop­tion of all de­ci­sions, based on the opin­ions and ap­peals of cit­i­zens, was im­por­tant in the rapid and ef­fec­tive im­ple­men­ta­tion of re­forms.

Im­ple­mented at the ini­tia­tive of the Pres­i­dent, rad­i­cal re­forms and mea­sures in all spheres of the state and so­ci­ety fur­ther strength­ened the busi­ness mood among peo­ple, strength­ened the civil po­si­tion, ex­panded the par­tic­i­pa­tion of each per­son in state and pub­lic man­age­ment. In the de­ci­sions made by the of­fi­cials, the in­ter­ests of peo­ple be­came even wider.

The De­vel­op­ment Strat­egy Cen­ter was cre­ated by the Res­o­lu­tion of the Pres­i­dent of Uzbek­istan of Fe­bru­ary 14, 2017, «On or­ga­ni­za­tional mea­sures for the im­ple­men­ta­tion of the Strat­egy of Ac­tions for the five pri­or­ity de­vel­op­ment di­rec­tions of the Repub­lic of Uzbek­istan in 2017-2021» in order to con­sol­i­date ef­forts to ef­fec­tively or­ga­nize ex­pert and pub­lic dis­cus­sion, to fully study and im­ple­ment the ac­tiv­i­ties en­vis­aged by this pro­gram.

With the pur­pose of qual­i­ta­tive ac­com­plish­ment of large-scale tasks, the de­vel­op­ment cen­ter ac­tively co­op­er­ates with min­istries and de­part­ments, rep­re­sen­ta­tions of for­eign and in­ter­na­tional or­ga­ni­za­tions. In ad­di­tion, in order to pub­li­cize the ac­tiv­i­ties pro­vided for in the Strat­egy for Ac­tions, co­op­er­a­tion agree­ments have been signed with the coun­try's lead­ing me­dia. Spe­cial me­dia plat­forms have been cre­ated, where pub­lic dis­cus­sions, brief­ings, talk shows, de­bates, in­ter­views and press con­fer­ences on new laws and by-laws, on­go­ing so­cial and eco­nomic pro­cesses in the coun­try, as well as the im­ple­men­ta­tion of the State Pro­gram are held reg­u­larly.

Also, the cen­ter for the pur­pose of in­for­ma­tion and an­a­lyt­i­cal sup­port of the ac­tiv­i­ties pro­vided for by the State Pro­gram, the de­vel­op­ment of sound pro­pos­als for the prepa­ra­tion of draft laws, by-laws and other acts, the col­lec­tion and study of opin­ions and pro­pos­als of the pop­u­la­tion on ac­tiv­i­ties, pub­lic aware­ness, busi­ness en­ti­ties, civil so­ci­ety in­sti­tu­tions and in­ter­na­tional pub­lic about the im­ple­men­ta­tion of the Strat­egy of Ac­tions reg­u­larly or­ga­nizes round ta­bles and fo­rums, pub­lic dis­cus­sions of draft laws, with opinion polls, as well as meet­ings with for­eign ex­perts. Un­doubt­edly, the ef­forts will serve as a com­pre­hen­sive and ac­cel­er­ated in­crease in the ef­fec­tive­ness of the re­forms, through im­proved pub­lic con­trol.

In March-Novem­ber 2017, the Cen­ter held more than 80 brief­ings, press con­fer­ences and talk shows, with the aim of es­tab­lish­ing in­ter­na­tional co­op­er­a­tion and pre­sen­ta­tion of re­forms con­ducted within the frame­work of the Strat­egy of Ac­tions, meet­ings were or­ga­nized with rep­re­sen­ta­tives of 40 in­ter­na­tional or­ga­ni­za­tions and em­bassies ac­cred­ited in Uzbek­istan. In order to widely in­form the pub­lic about the re­sults of the im­ple­men­ta­tion of the Strat­egy, as well as the or­ga­ni­za­tion of mea­sures to sum­ma­rize the coun­try's de­vel­op­ment in 2017 and plan fur­ther re­forms in 2018, from Au­gust to Septem­ber, the De­vel­op­ment Strat­egy Cen­ter con­ducted a sur­vey among the pop­u­la­tion. A to­tal of 6,238 peo­ple from all re­gions of the coun­try aged 17 and older took part in it.
