‘Stars' in a New Way

The first thing that tourists pay at­ten­tion to when they see ads for ho­tels is the num­ber of stars. At all times there was a cer­tain clas­si­fi­ca­tion of ho­tels. Thanks to the tourist boom of the last decades of the 20th cen­tury, the qual­ity of ser­vice stan­dards has grown sig­nif­i­cantly ev­ery­where. In or­der to more eas­ily de­ter­mine the level of the ho­tel, a star clas­si­fi­ca­tion sys­tem ( one to five stars) was in­tro­duced.

The State Uni­tary En­ter­prise “The Cen­ter for Cer­ti­fi­ca­tion of Tourist Ser­vices” of Uzbek­istan’s State Com­mit­tee for Tourism has de­vel­oped the state stan­dard of the Repub­lic of Uzbek­istan O'zDSt 3296: 2018 “Tourist ser­vices. Ho­tels and sim­i­lar ac­com­mo­da­tion fa­cil­i­ties. Clas­si­fi­ca­tion sys­tem”. It es­tab­lishes a sys­tem for the clas­si­fi­ca­tion of ho­tels and sim­i­lar ac­com­mo­da­tion fa­cil­i­ties.

In its de­vel­op­ment, the ex­ist­ing norms and stan­dards of the CIS coun­tries, Europe and Turkey were an­a­lyzed. On the ba­sis of this anal­y­sis, re­quire­ments from the clas­si­fi­ca­tion of the coun­tries of Europe ( Aus­tria, Ger­many, the Nether­lands), Turkey and the Rus­sian Fed­er­a­tion were added to the pre­vi­ous doc­u­ment. The re­quire­ments of these coun­tries are based on the level of in­fra­struc­ture de­vel­op­ment ( readi­ness of ho­tel ser­vices) and the needs of this mar­ket, as well as the pro­pos­als of in­ter­ested par­ties.

The stan­dard was agreed with the in­ter­ested min­istries and de­part­ments, ap­proved by the tech­ni­cal com­mit­tee for stan­dard­iza­tion in the field of tourism and en­dorsed by the de­ci­sion of the Uzbek Agency for Stan­dard­iza­tion, Metrol­ogy and Cer­ti­fi­ca­tion ( Uz­s­tan­dard Agency) in Fe­bru­ary 2018.

It es­tab­lishes re­quire­ments for the ad­ja­cent ter­ri­tory, build­ings, premises, rooms, tech­ni­cal equip­ment and ac­ces­sories, per­son­nel, san­i­tary and hy­gienic state of rooms, in­for­ma­tion sup­port, ser­vices, pub­lic util­i­ties of ac­com­mo­da­tion fa­cil­i­ties.

Un­like the pre­vi­ous stan­dard, the new one clas­si­fies not only ho­tels and mo­tels, but also apartho­tels, a com­plex of apart­ments ( res­i­dences), ho­tels with luxury rooms, spa ho­tels, bou­tique ho­tels and other sim­i­lar ac­com­mo­da­tion fa­cil­i­ties.

In­tro­duc­tion of the stan­dard “Tourist ser­vices. Ho­tels and sim­i­lar ac­com­mo­da­tion fa­cil­i­ties. The sys­tem of clas­si­fi­ca­tion” is due in Au­gust 2018, when its re­quire­ments will be manda­tory for en­ter­prises of dif­fer­ent forms of own­er­ship in the pro­vi­sion of ho­tel ser­vices.
