To Ad­dress Nephro­logic Pa­tients’ Con­cerns

A na­tional ( repub­li­can) spe­cial­ized sci­en­tific and prac­ti­cal med­i­cal cen­ter for nephrol­ogy and kid­ney trans­plan­ta­tion has been es­tab­lished, a set of mea­sures has been taken to im­prove med­i­cal care for pa­tients with chronic re­nal in­suf­fi­ciency.

Nephrol­ogy is an area of medicine deal­ing with kid­ney dis­eases. He­modial­y­sis is a pro­ce­dure that is of­ten called ar­ti­fi­cial kid­ney. In se­vere forms of chronic re­nal fail­ure, he­modial­y­sis is vi­tal be­fore a kid­ney trans­plant surgery.

It is in­tended to in­tro­duce a mech­a­nism of sin­gle elec­tronic regis­ter of record­ing and mon­i­tor­ing pa­tients with chronic re­nal fail­ure. In the next three months, the he­modial­y­sis equip­ment will be ex­am­ined for health and will de­velop a plan for its re­pair, re­place­ment and ex­pan­sion of the net­work of he­modial­y­sis fa­cil­i­ties. The pro­ce­dure for ren­der­ing med­i­cal as­sis­tance ac­cord­ing to the pro­file of nephrol­ogy will be ap­proved, pro­vid­ing for the vol­ume of med­i­cal ser­vices of­fered at the repub­li­can, re­gional and district ( city) lev­els, the stan­dards for equip­ping the of­fice and the depart­ment of nephrol­ogy with the iden­ti­fi­ca­tion of func­tional du­ties of spe­cial­ists. Also, the Min­istry of Health will en­sure the uni­for­mity of at­tach­ing pa­tients to re­ceive he­modial­y­sis in the con­text of na­tional and re­gional ( lo­cal) med­i­cal in­sti­tu­tions.

On the ba­sis of the Tashkent city nephro­log­i­cal hospi­tal, the Repub­li­can Spe­cial­ized Sci­en­tific and Prac­ti­cal Med­i­cal Cen­ter of Nephrol­ogy and Kid­ney Trans­plan­ta­tion has been set up. It was de­cided that the de­part­ments of nephrol­ogy and he­modial­y­sis of med­i­cal or­ga­ni­za­tions of the Min­istry of Health con­sti­tute now the or­ga­ni­za­tional and method­olog­i­cal re­gional units of the new cen­ter.

Start­ing from 2019/ 2020 aca­demic year, new directions of grad­u­ate cour­ses and clin­i­cal res­i­dency are opened for ma­jors in “nephrol­ogy” and “chil­dren’s nephrol­ogy”. On the ba­sis of the newly es­tab­lished Cen­ter for Nephrol­ogy and Kid­ney Trans­plan­ta­tion, the Depart­ment of Nephrol­ogy, He­modial­y­sis and Kid­ney Trans­plan­ta­tion will be opened at the Tashkent In­sti­tute for Ad­vanced Train­ing of Physi­cians.

To pro­tect the rights and le­git­i­mate in­ter­ests of per­sons with chronic re­nal in­suf­fi­ciency, as well as the im­ple­men­ta­tion of pub­lic con­trol over the func­tion­ing of he­modial­y­sis ser­vice, the NGO “Di­a­lyz So­ci­ety of Uzbek­istan” is cre­ated at the rec­om­men­da­tion of the Soghlom Avlod Uchun Foun­da­tion and the wider pub­lic.

The ac­cel­er­ated de­vel­op­ment of the pri­vate sec­tor and pub­licpri­vate part­ner­ship in the pro­vi­sion of nephro­log­i­cal and he­modial­y­sis care for the pop­u­la­tion will be a fun­da­men­tally new de­vel­op­ment in these ser­vices. In the two- month pe­riod, a cor­re­spond­ing road map is ex­pected to be ap­proved.

An­other part of the ef­forts will deal with the or­ga­ni­za­tion of lo­cal pro­duc­tion of sup­plies, as op­posed to im­ported goods, for he­modial­y­sis.
