The Great­est, the Dear­est

The cen­tral fes­tive event oc­ca­sioned to the 27th an­niver­sary of na­tional in­de­pen­dence took place on 31 Au­gust in the Uzbek­iston Palace of In­ter­na­tional Fo­rums.

Rep­re­sen­ta­tives of pub­lic and so­cial or­ga­ni­za­tions, of the wider pub­lic, mem­bers of gov­ern­ment, of­fi­cials of min­istries and agen­cies, work­ers in var­i­ous spheres, heads of diplo­matic mis­sions of for­eign coun­tries and rep­re­sen­ta­tions of in­ter­na­tional or­ga­ni­za­tions took part in the event.

The par­tic­i­pants were ad­dressed by Pres­i­dent Shavkat Mirziy­oyev who con­grat­u­lated all the peo­ple of Uzbek­istan on the twenty-sev­enth an­niver­sary of in­de­pen­dence.

In par­tic­u­lar, the head of our state sug­gested that on this sig­nif­i­cant day, which be­came for us the dawn of a new era and opened the way for us to a new, free life, we are par­tic­u­larly con­scious of the dif­fi­cult and glo­ri­ous path our peo­ple had to go through.

The leader of our coun­try said in par­tic­u­lar: “Build­ing on the suc­cesses achieved in the years of in­de­pen­dence, we are con­fi­dently mov­ing along the path of progress, from na­tional re­vival to na­tional pros­per­ity. We adopted the Strat­egy of Ac­tions, a pro­gram of pro­found re­forms at a new stage in the de­vel­op­ment of the coun­try, and be­gan to ful­fill the tasks set in it, the so­lu­tion of which opens up new hori­zons for us. Deeply aware of the par­tic­u­lar ur­gency of this goal, we de­clared 2018 in Uzbek­istan as the one of sup­port for ac­tive en­ter­prise, in­no­va­tive ideas and tech­nolo­gies.

Within the frame­work of the State Pro­gram adopted in con­nec­tion with this, it is en­vis­aged to carry out a large-scale work for a to­tal of 11 tril­lion 200 bil­lion soums and 1 bil­lion 300 mil­lion US dol­lars, and it is con­sis­tently ful­filled.

An ac­tive in­vest­ment pol­icy is un­der­way, mod­ern en­ter­prises are be­ing built, the tax sys­tem is fun­da­men­tally re­formed, all con­di­tions for the pro­mo­tion of en­trepreneur­ship and pri­vate prop­erty are cre­ated, spe­cial at­ten­tion is paid to the in­tro­duc­tion of tech­no­log­i­cal in­no­va­tions into all spheres and in­dus­tries, the achieve­ments of mod­ern sci­ence, the use of new and creative ap­proaches. Prac­ti­cal work is car­ried out to cre­ate cut­ting-edge, promis­ing sec­tors in agri­cul­ture, or­ga­nize a clus­ter sys­tem, im­prove the ef­fi­ciency of farm­ing. As a re­sult of such ex­ten­sive mea­sures, macroe­co­nomic sta­bil­ity is en­sured in the coun­try.

Given that our high­est pri­or­ity is to in­crease the level and qual­ity of life of the pop­u­la­tion, we are un­der­tak­ing a great deal of ef­forts in this di­rec­tion.

Pro­grams “Obod Qishloq” and “Obod Ma­halla” bring the spirit of re­newal and cre­ation, even in the most re­mote ar­eas of the coun­try. The think­ing and out­look of peo­ple is chang­ing, the cul­ture of life in the coun­try­side has been grow­ing. Today, within the frame­work of th­ese pro­grams, cov­er­ing the whole coun­try, con­struc­tion and im­prove­ment works in 416 vil­lages and 105 ma­hal­las are in full swing. This con­trib­utes to the cre­ation of a new, pros­per­ous im­age of the na­tive Uzbek­istan, in­creas­ing the wel­fare of our com­pa­tri­ots.

In or­der to meet the pop­u­la­tion’s need for mod­ern hous­ing, 335 apart­ment houses de­signed for more than 13.9 thou­sand fam­i­lies were com­mis­sioned this year. By the end of the year, this fig­ure, in ac­cor­dance with cal­cu­la­tions, will dou­ble in com­par­i­son with 2017. Sim­i­lar work is con­tin­u­ing in the coun­try­side on the ba­sis of up­dated model de­signs. Un­til today, as many as 40,000 fam­i­lies of vil­lagers have al­ready moved to new homes. In this im­por­tant mat­ter, we pay spe­cial at­ten­tion to the needs of low-in­come cit­i­zens and per­sons with dis­abil­i­ties – a mat­ter that was not given due sig­nif­i­cance in the past.

Over the past two years, more than 1,000 cit­i­zens of this cat­e­gory have been pro­vided with hous­ing.

The nec­es­sary mea­sures are taken to en­sure em­ploy­ment of the pop­u­la­tion, at­tract more and more fam­i­lies to en­trepreneur­ship.

As a re­sult of th­ese ef­forts, more than 700,000 peo­ple have been em­ployed in the coun­try over the past two years; en­trepreneurs have been al­lo­cated 25 tril­lion soums of loan funds by com­mer­cial banks.

In all our pro­grams and plans, pri­mary at­ten­tion is given to the in­ter­ests of young peo­ple – our hope and fu­ture. Speak­ing about this, it should be spe­cially un­der­scored that today, new higher ed­u­ca­tional in­sti­tu­tions, branches of pres­ti­gious for­eign uni­ver­si­ties are be­ing cre­ated in the coun­try, quo­tas for ad­mis­sion have been in­creased, cor­re­spon­dence de­part­ments in many ar­eas have been opened. Also, an im­por­tant role in the sci­en­tific and creative de­vel­op­ment of young peo­ple is played by or­ga­nized spe­cial schools bear­ing the names of our great an­ces­tors, creative schools in the re­gions, named af­ter prom­i­nent writ­ers, reg­u­larly held are var­i­ous con­tests and fes­ti­vals, sports com­pe­ti­tions.

On the ba­sis of th­ese trans­for­ma­tions and such qual­i­ties in­her­ent in our peo­ple as com­pas­sion, gen­eros­ity and mu­nif­i­cence, a healthy spir­i­tual and moral at­mos­phere is strength­ened in so­ci­ety. You are well aware that lately we have been do­ing a great deal of work to re­turn­ing to their fam­i­lies, for nor­mal life and use­ful work the peo­ple who, through ig­no­rance, had en­tered the wrong path un­der the in­flu­ence of var­i­ous de­struc­tive forces. As a con­tin­u­a­tion of th­ese good deeds, on the eve of In­de­pen­dence Day, more than 260 peo­ple were par­doned, serv­ing a sen­tence of im­pris­on­ment, sin­cerely re­pent­ing of their deed and firmly em­bark­ing on the path of cor­rec­tion.

One can say with con­fi­dence: as a re­sult of the for­ma­tion of such an en­vi­ron­ment in our so­ci­ety, in­tereth­nic friend­ship, a cli­mate of mu­tual un­der­stand­ing and har­mony is strength­ened, and our life be­comes even more pros­per­ous. That is why the peo­ple of Uzbek­istan sup­port our do­mes­tic and for­eign poli­cies aimed at fur­ther de­vel­op­ment of the coun­try.

Today, in con­nec­tion with the 27th an­niver­sary of the in­de­pen­dence of our Moth­er­land, fes­tive cer­e­monies of pre­sent­ing high state awards to com­pa­tri­ots re­warded with hon­orary ti­tles, or­ders and medals took place in the cap­i­tal and in re­gions.

En­ter­ing a new stage of na­tional de­vel­op­ment, we must deeply an­a­lyze not only our suc­cesses and achieve­ments, but also mis­takes and short­com­ings made by us, and take ef­fec­tive mea­sures for their timely elim­i­na­tion. No­body will solve our prob­lems for us. Speak­ing about this, I think it would be ap­pro­pri­ate to note the com­pletely new and ef­fec­tive sys­tem of dia­logue with the peo­ple that we have in­tro­duced.

In this re­gard, I want to em­pha­size: it is not a tem­po­rary cam­paign to con­duct a di­rect dia­logue with the peo­ple, to live with their con­cerns and as­pi­ra­tions. This is our long-term strat­egy aimed at en­sur­ing the well-off life of the peo­ple, the pros­per­ity of our na­tive Uzbek­istan.

At the present alarm­ing time, our main task re­mains to pre­serve and strengthen our truly price­less wealth – a peace­ful and har­mo­nious life in the coun­try. To this end, we will con­tinue to pay spe­cial at­ten­tion to im­prov­ing the com­bat ca­pa­bil­ity of our Armed Forces.

No less im­por­tant task is to en­sure in prac­tice the free­dom of busi­ness ac­tiv­ity, in­vi­o­la­bil­ity of pri­vate prop­erty. In ad­di­tion to the con­struc­tion of large in­dus­trial en­ter­prises, we will at­tach spe­cial im­por­tance to the de­vel­op­ment of tourism, small busi­ness, fam­ily en­trepreneur­ship, dehkan and home­steads, hand­i­crafts and home­work. In the cen­ter of our at­ten­tion will con­tinue to be the health pro­mo­tion, fur­ther im­prove­ment of peo­ple’s lives, pro­tec­tion of low­in­come seg­ments of the pop­u­la­tion, in­crease of salaries, pen­sions, scholarships and ben­e­fits.

As it is known, in or­der to con­sis­tently im­ple­ment the gov­ern­ment youth pol­icy, we adopted the State Pro­gram “Youth Is Our Fu­ture”. To im­ple­ment it, 786 bil­lion soums will be sent this year alone. This, among other things, will pro­vide em­ploy­ment for over 100,000 young peo­ple. Large-scale work will con­tinue to pro­vide young fam­i­lies with mod­ern hous­ing, em­ploy­ment, vo­ca­tional train­ing and re­train­ing for young peo­ple.

We are all happy that at the sum­mer Asian Games tak­ing place in In­done­sia, in which rep­re­sen­ta­tives of 45 coun­tries par­tic­i­pate, our ath­letes, demon­strat­ing the will to win and high skills in a stub­born strug­gle, have won a great har­vest of medals. Al­low me, on be­half of you and on be­half of the en­tire peo­ple of Uzbek­istan, to ex­press our deep grat­i­tude to our ath­letes, who boost the glory of the Moth­er­land, their par­ents, coaches and men­tors.

On this re­mark­able day, with my fil­ial love, I bow low to our in­dus­tri­ous, coura­geous, gen­er­ous and no­ble peo­ple who are be­hind all our ac­com­plish­ments and vic­to­ries.

May our car­ing moth­ers, lovely, beau­ti­ful women – keep­ers of the fam­ily hearth – be healthy and happy! Af­ter all, when a woman, a mother is happy, the whole so­ci­ety is thriv­ing!

May the life of our chil­dren and grand­chil­dren be happy! May peace and tran­quil­ity pre­vail in our coun­try, the sky above our home­land be pure! Let our in­de­pen­dence be eter­nal!”

...The pro­gram of fes­tive cel­e­bra­tions now turned out to be spe­cial. Songs, po­ems that cel­e­brate the Moth­er­land, in­de­pen­dence and courage, per­for­mances by ser­vice­men, dances shown by chil­dren were re­placed on the stage by each other. There were sam­ples of world clas­sics. Cel­e­bra­tions ended with the song “Uz­ing­dan quy­masin, khalqim!”

Fes­tive events and cel­e­bra­tions con­tin­ued on that day in all ci­ties and vil­lages of our coun­try.
