The Pres­i­dent’s Hol­i­day Mes­sage to Teach­ers and Men­tors

On the oc­ca­sion of the Day of Teach­ers and Men­tors, cel­e­brated in Uzbek­istan on Oc­to­ber 1 every year, Pres­i­dent of the Repub­lic of Uzbek­istan Shavkat Mirziy­oyev sent a con­grat­u­la­tory mes­sage to the ed­u­ca­tors in our na­tion. Fol­low­ing is the text of the hol­i­day greet­ing.

Hon­or­able teach­ers! Es­teemed friends!

Al­low me to sin­cerely con­grat­u­late you, and all our com­pa­tri­ots who have de­voted their lives to this rather im­por­tant and noble cause of up­bring­ing the younger gen­er­a­tion, on 1 Oc­to­ber – the Day of Teach­ers and Men­tors!

Speak­ing of the great sig­nif­i­cance of your hard and si­mul­ta­ne­ously ad­mirable work, I be­lieve it is ap­pro­pri­ate to quote the words of our out­stand­ing en­light­ener Ab­dulla Avloni: “The wealth of knowl­edge and breadth of a per­son’s world­view de­pend pri­mar­ily on the teacher”.

In­deed, every one of us is in­debted to you, dear ed­u­ca­tors, for all the best that is in us, for all our suc­cesses that we have achieved in life.

On this bright hol­i­day, we ex­press our deep grat­i­tude and best wishes to you, our kind and car­ing men­tors, who give all their knowl­edge and ex­pe­ri­ence, the warmth of their hearts in or­der for us to be­come spir­i­tu­ally ma­ture in­di­vid­u­als, to find a wellde­served place in so­ci­ety.

Dear friends!

We all un­der­stand well that ed­u­ca­tion and up­bring­ing are cru­cial not only in to­day’s world, but also for the fu­ture of any state and so­ci­ety.

There­fore, the de­vel­op­ment of ed­u­ca­tion and up­bring­ing has been des­ig­nated in Uzbek­istan as a gov­ern­ment pol­icy pri­or­ity.

In this re­gard, I would like to dwell only on a few re­cently adopted im­por­tant de­ci­sions in this field.

In ac­cor­dance with the Pres­i­den­tial Res­o­lu­tion of 30 Septem­ber 2017, the Min­istry of Pre-School Ed­u­ca­tion was es­tab­lished for the first time in our coun­try. The sys­tem of pre-school ed­u­ca­tion was rad­i­cally re­formed, and within a short pe­riod of time more than 980 kinder­gartens were built and put into op­er­a­tion. The learn­ing sys­tem in these pri­mary in­sti­tu­tions is built on novel, cut­ting-edge meth­ods and means.

In ac­cor­dance with the Pres­i­den­tial Res­o­lu­tion dated Au­gust 14, 2018, the salaries of pri­mary and high school teach­ers have been equal­ized; from the new year, the growth in the salaries of sci­en­tific dis­ci­pline teach­ers will to­tal 54 per­cent, while the high­est-cat­e­gory ed­u­ca­tors will have a 64-per­cent in­crease.

Along with this, a sys­tem has been es­tab­lished for pro­vid­ing ped­a­gog­i­cal work­ers with long-term pref­er­en­tial loans for the pur­chase of af­ford­able stan­dard-de­sign hous­ing and ve­hi­cles, as well as such loans to their fam­i­lies for the de­vel­op­ment of en­tre­pre­neur­ial ac­tiv­ity.

In con­tin­u­a­tion of this work, on Septem­ber 5 this year, the Pres­i­den­tial Res­o­lu­tion “On ad­di­tional mea­sures to im­prove the man­age­ment of the pub­lic ed­u­ca­tion sys­tem” was signed, which opens up new prospects in the de­vel­op­ment of the sphere.

As you may know, the doc­u­ment de­fines in par­tic­u­lar spe­cific tasks for per­fect­ing the man­age­ment of pub­lic ed­u­ca­tion in­sti­tu­tions, bol­ster­ing their ma­te­rial, tech­ni­cal and ed­u­ca­tional base, fur­ther pro­mot­ing the net­work of non-state gen­eral ed­u­ca­tion or­ga­ni­za­tions, de­vel­op­ing the gov­ern­ment pro­gram “Modern School”, pay­ing pen­sions to work­ing pen­sioner teach­ers in full.

In our coun­try, pri­or­ity is at­tached to the de­vel­op­ment of the higher ed­u­ca­tion sys­tem. Along with new higher ed­u­ca­tion in­sti­tu­tions, branches of pres­ti­gious for­eign uni­ver­si­ties are be­ing opened, quo­tas of ad­mis­sion to higher ed­u­ca­tional in­sti­tu­tions have been in­creas­ing, and cor­re­spon­dence de­part­ments in many ar­eas of study are op­er­at­ing.

All this is di­rected at car­di­nal im­prove­ment with an eye to con­tem­po­rary re­quire­ments for the qual­ity of the learn­ing process, cre­ation of de­cent conditions for our es­teemed teach­ers, for all those who work self­lessly in this area, to boost their sta­tus in so­ci­ety. A great deal of ef­forts is un­der­taken in the coun­try for the con­struc­tion, re­con­struc­tion and re­pair of ed­u­ca­tional in­sti­tu­tions, in­clud­ing within the frame­work of this year’s In­vest­ment Pro­gram in 356 ed­u­ca­tional in­sti­tu­tions – a to­tal amount of 684 bil­lion 700 mil­lion soums, and more than 424 bil­lion soums in 371 sec­ondary schools within the frame­work of the pro­grams “Obod qishloq” and “Obod ma­halla”.

In to­tal, 12 tril­lion 366 bil­lion soums were al­lo­cated up to Au­gust 2018 from the na­tional bud­get to the sphere of ed­u­ca­tion and train­ing, which is more than 26 per­cent of to­tal ex­penses. These fig­ures clearly in­di­cate the scale of the re­forms car­ried out in the sys­tem.

Nat­u­rally, we are well aware that teach­ers and men­tors play an in­com­pa­ra­ble role in achiev­ing the high goals that we set for our­selves.

In nur­tur­ing the young gen­er­a­tion in the spirit of na­tional and univer­sal val­ues, de­vo­tion to our home­land and peo­ple, quest for modern knowl­edge and pro­fes­sions, for­eign lan­guages, we rely pri­mar­ily on you, dear ed­u­ca­tors. It’s no se­cret that to­day the sit­u­a­tion in the world is be­com­ing more tense and un­pre­dictable. In such in­tri­cate cir­cum­stances, the preven­tion of neg­a­tive in­flu­ence on the con­scious­ness of our young peo­ple, the fight against ig­no­rance through ed­u­ca­tion is of para­mount im­por­tance, and your noble ac­tiv­ity serves as a model for the gen­eral pub­lic.

Large-scale and grave tasks of our time re­quire all of us, above all you, dear teach­ers, to work tire­lessly on our­selves, to en­cour­age in the younger gen­er­a­tion the high spiritual and moral qual­i­ties, the abil­ity to think in­de­pen­dently, in a new way, to de­velop and re­al­ize their abil­i­ties.

I am con­vinced that you, es­teemed teach­ers and men­tors, who spare no ef­fort and en­ergy for the ed­u­ca­tion of all the chil­dren of our mul­ti­eth­nic coun­try as com­pre­hen­sively ad­vanced in­di­vid­u­als and gen­uine cit­i­zens of Uzbek­istan, will ful­fill those ob­jec­tives with honor.

Our state and so­ci­ety will keep cash­ing in all the op­por­tu­ni­ties to de­liver an en­vi­ron­ment con­ducive for you and sup­port you con­tin­u­ously in your self­less ac­tiv­ity.
