Fail­ure to pre­vent the mis­ap­pro­pri­a­tion of K19.5 mil­lion donor funds

SOME in­ter­nal au­di­tors at the Min­istry of Gen­eral Ed­u­ca­tion have been sus­pended for fail­ing to pre­vent the mis­ap­pro­pri­a­tion of K 19.5 mil­lion donor funds, says act­ing Min­is­ter of Gen­eral Ed­u­ca­tion Vin­cent Mwale. Mr. Mwale said this was in ad­di­tion to about 80 sus­pended erring of­fi­cers who were al­legedly in­volved in fi­nan­cial ir­reg­u­lar­i­ties ac­cord­ing to the foren­sic audit re­port. He said this in Par­lia­ment yes­ter­day, in re­sponse to a ques­tion for oral an­swer asked by Chin­sali law­maker, Kalalwe Mukosa who wanted to find out why more than 80 em­ploy­ees at the min­istry were sus­pended. In a fol­low up ques­tion Ike­lengi MP Eli­jah Muchima asked what ac­tion was taken against in­ter­nal au­di­tors for not pre­vent­ing the mis­ap­pro­pri­a­tion of funds. “Yes Mr Speaker I can con­firm that some in­ter­nal au­di­tors have also been sus­pended as they did not do their job to pre­vent this act,” he said. Kabompo MP, Am­brose Lu­fuma won­dered whether it had to take donors to halt fund­ing for Gov­ern­ment to take ac­tion. In re­sponse the min­is­ter said Gov­ern­ment did not wait for donors as it had taken in­ter­nal dis­ci­plinary ac­tion much ear­lier. Mr. Mwale as­sured the House that Gov­ern­ment was in talks with donors and that the fun­ders would com­mence the nor­mal fund­ing once the in­ter­ven­tions agreed on were fi­nalised. Kabwe Cen­tral MP Tutwa Ngu­lube asked if the Min­ster of Gen­eral Ed­u­ca­tion David Mabumba was con­tem­plat­ing to re­sign on moral grounds. Mr. Mwale who is Lo­cal Gov­ern­ment Min­is­ter said he could not re­spond to the ques­tion as he was not Mr. Mabumba. He said sus­pended erring of­fi­cers would re­main sus­pended un­til dis­ci­plinary ac­tion was con­cluded.
