Sikhany­iso Ndlovu es­tate of­fers BCC 20 hectares

THE ad­min­is­tra­tor of the late na­tional hero and for­mer Cabi­net Min­is­ter Dr Sikhany­iso Ndlovu’s es­tate has of­fered the Bu­l­awayo City Coun­cil over 20 hectares of land in Range­more to off­set a debt of over $100 000 the late na­tion­al­ist owed the mu­nic­i­pal­ity.

Ac­cord­ing to coun­cil min­utes, the es­tate’s ad­min­is­tra­tor Ruth Mab­ota has writ­ten to the mu­nic­i­pal­ity of­fer­ing it 20, 4394 hectares of the late na­tional hero’s land in Lower Range­more valued be­tween $100 000 and $120 000 to off­set the debt.

Dr Ndlovu, who died last year in Septem­ber and was buried at the Na­tional He­roes Acre in Harare, owed coun­cil in un­paid wa­ter and rates at four of his prop­er­ties — a house in Sun­ninghill sub­urb; two Zim­babwe Dis­tance Ed­u­ca­tion Col­lege prop­er­ties and the premises of his com­pany Sax­anora In­vest­ments.

“We do hereby re­quest to off­set ar­rears of rates and wa­ter by hand­ing over to your­selves Lot 15 Lower Range­more sit­u­ated in the dis­trict of Bu­l­awayo in part or whole depend­ing on your val­u­a­tion in re­spect of the fol­low­ing prop­er­ties Dr and Mrs S D Ndlovu: Lot 4 of Lot 14 Sun­ninghill Bu­l­awayo, Ac­count No 48401334, 2) ZDECO (Pvt) Ltd : 73 Fife Street City, Ac­count No 31402513, 3) Sax­anora In­vest­ments: 138 Ge­orge Silundika Street, Ac­count No 41410521 4) ZDECO: 138 Ge­orge Silundika Street, Ac­count No 49900848,” reads Mab­ota’s let­ter.

BCC ac­cepted the of­fer say­ing the plot be­ing of­fered was in coun­cil’s mas­ter plan for its ex­pan­sion. “How­ever, Bu­l­awayo was yet to fi­nalise the in­cor­po­ra­tion of the area into its ad­min­is­tra­tion. Coun­cil in or­der to un­lock the po­ten­tial for high den­sity devel­op­ment in that area had come up with a wa­ter and sew­er­age mas­ter plan that also in­cluded the whole city at an out­lay of $10 mil­lion to up­grade the wa­ter and sew­er­age in­fras­truc­ture,” said BCC in re­sponse.

“There­fore the value of the land that was 20, 4394 hectares was be­tween $100 000 and $120 000. At the time Ruth Mab­ota made her re­quest for a set off, the ac­counts were ow­ing a com­bined to­tal of $104 030 but as at 30 June 2016 the ac­counts owed a com­bined to­tal of $113 621 and might rise to about $120 000 by the time coun­cil con­sid­ered the re­quest for a setoff.”— @nqot­shili.
