‘Em­brace Rapid Re­sults Ap­proach in cap­i­tal projects’

na­tional de­vel­op­ment must start at lo­cal au­thor­ity level, which he said were man­dated to cre­ate con­ducive in­vest­ment at­mos­phere.

“You should work closely with cit­i­zens through their as­so­ci­a­tions and in­crease sus­tain­able de­vel­op­ment,” said Dr Ndhlukula.

“We rec­om­mend adop­tion of Rapid Re­sults Ap­proach as a key rem­edy. This is part of re­sults man­age­ment aimed at fast track­ing projects and the usual tar­get time is 100 days.”

Dr Ndhlukula said there were many case stud­ies in Africa such as in Kenya, Tan­za­nia, Rwanda and Bu­rundi, where lo­cal au­thor­i­ties have played a piv­otal role in in­vest­ment.

The con­cept of RRA came as a di­rec­tive from Pres­i­dent Mu­gabe in his state of the na­tion ad­dress in 2015 that fo­cused on re­mov­ing in­vest­ment bar­ri­ers and en­hanc­ing ease of do­ing busi­ness.

Dr Ndhlukula said sev­eral Bills will be gazetted soon to as­sist busi­nesses.

He said some sec­tors have al­ready adopted the con­cept such as tourism, trans­port and agri­cul­ture that are at var­i­ous stages of their 100 day-tar­get pe­riod.
