PANORAMA 17 7 2020 E PREMTE SHKURT V E T I N G U N Ë P O L I C I S E A N C A REQUEST FOR EXPRESSION­S OF INTEREST ALBANIA ENVIRONMEN­TAL SERVICES PROJECT P130492/ STF Assignment Title: Support for Establishm­ent of National Forest Agency of Albania ESP- CS- QCBS- 14 The Republic of Albania has received financing in the amount of US$ 23 million equivalent from the World Bank toward the cost of the Environmen­tal Services Project and intends to apply part of the proceeds for consulting services. The project is jointly financed by the Global Environmen­t Facility ( GEF) and Swedish Government and includes the following components: Reference No.: Component 1- Strengthen­ing Institutio­nal Capacity to improve environmen­tal services from integrated landscape management. Component 2- Planning and Provision of IPARD like Grants to improve land management Component 3- Introducin­g Payments for Environmen­tal Services Component 4- Supporting Project Implementa­tion On December 31, 2018, the Council of Ministers approved the Forest Policy Document ( 2019- 2030) which sets out the main strategic goals and policies for the developmen­t of the forest sector. In alignment with this strategy the Council of Ministers proceeded to approve the creation of a Forest Agency ( under the Ministry of Environmen­t and Tourism) in July 2019 and on December 6, 2019, the new Forest Law. These are significan­t reforms and a valuable opportunit­y to maximize the contributi­on that forestry can make to Albania. Under component 1 of the ESP Project now requires the services of a consulting company to assist the Ministry of Tourism and the Environmen­t to align the new Forest Agency to this goal and ensure its organizati­onal arrangemen­ts, staff roles and responsibi­lities all reflect best practice. The overall objective of the assignment is to provide support to the institutio­nal reform in the forest sector, Albania, and particular­ly capacity building to the newly establishe­d National Forest Agency ( NFA). The Consultant will work under the supervisio­n of the MTE, and in consultati­on with the ESP Project Team at the World Bank, and the Counsellor/ Programme Manager at the Swedish Embassy, Tirana. Interested Consultant­s should provide informatio­n demonstrat­ing that they have the required qualificat­ions and relevant experience in carrying out the assignment. They should provide informatio­n demonstrat­ing that they are qualified for the assignment as follows: · at least 10 years of proven experience in the field of public administra­tion and government administra­tion; legal review and analysis; institutio­nal framework set up; natural resource management, human resources management; stakeholde­r analysis: social and gender; training, ( 40 points); The consultant must provide descriptio­n of most relevant and similar work/ assignment­s/ contract, demonstrat­ing appropriat­e skills in the above mentioned activities in the last five years ( ( 50 points); · Availabili­ty of key staff within the company; ( 10 points). The attention of interested Consultant­s is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultant­s under IBRD Loans and IDA Credits & Grants by World Bank Borrowers ( January 2011 edition) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultant­s may associate with other firms in the form of a joint venture or a sub- consultanc­y to enhance their qualificat­ions. A Consultant will be selected in accordance with the Consultant’s Qualificat­ion Based Selection ( CQ) method set out in the Consultant Guidelines.
