PANORAMA 17 7 2020 E PREMTE SHKURT V E T I N G U N Ë P O L I C I S E A N C A REQUEST FOR EXPRESSIONS OF INTEREST ALBANIA ENVIRONMENTAL SERVICES PROJECT P130492/ STF Assignment Title: Support for Establishment of National Forest Agency of Albania ESP- CS- QCBS- 14 The Republic of Albania has received financing in the amount of US$ 23 million equivalent from the World Bank toward the cost of the Environmental Services Project and intends to apply part of the proceeds for consulting services. The project is jointly financed by the Global Environment Facility ( GEF) and Swedish Government and includes the following components: Reference No.: Component 1- Strengthening Institutional Capacity to improve environmental services from integrated landscape management. Component 2- Planning and Provision of IPARD like Grants to improve land management Component 3- Introducing Payments for Environmental Services Component 4- Supporting Project Implementation On December 31, 2018, the Council of Ministers approved the Forest Policy Document ( 2019- 2030) which sets out the main strategic goals and policies for the development of the forest sector. In alignment with this strategy the Council of Ministers proceeded to approve the creation of a Forest Agency ( under the Ministry of Environment and Tourism) in July 2019 and on December 6, 2019, the new Forest Law. These are significant reforms and a valuable opportunity to maximize the contribution that forestry can make to Albania. Under component 1 of the ESP Project now requires the services of a consulting company to assist the Ministry of Tourism and the Environment to align the new Forest Agency to this goal and ensure its organizational arrangements, staff roles and responsibilities all reflect best practice. The overall objective of the assignment is to provide support to the institutional reform in the forest sector, Albania, and particularly capacity building to the newly established National Forest Agency ( NFA). The Consultant will work under the supervision of the MTE, and in consultation with the ESP Project Team at the World Bank, and the Counsellor/ Programme Manager at the Swedish Embassy, Tirana. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in carrying out the assignment. They should provide information demonstrating that they are qualified for the assignment as follows: · at least 10 years of proven experience in the field of public administration and government administration; legal review and analysis; institutional framework set up; natural resource management, human resources management; stakeholder analysis: social and gender; training, ( 40 points); The consultant must provide description of most relevant and similar work/ assignments/ contract, demonstrating appropriate skills in the above mentioned activities in the last five years ( ( 50 points); · Availability of key staff within the company; ( 10 points). The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers ( January 2011 edition) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a sub- consultancy to enhance their qualifications. A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection ( CQ) method set out in the Consultant Guidelines.
