The Minister of the Presidency, Economy and Enterprise, Jordi Gallardo, announced that, currently, the Ministry of Economy has managed to reduce the number of days needed to create a company to 98. He made this clear yesterday in his appearance before the Legislative Committee on Economy of the General Council where he detailed that, in 2019, when the audit was done, it was 240 days; in 2020 of 122 and, in the first quarter of this 2021, of 98. A milestone, as Gallardo stressed, «without having started the digitization process.»
Precisely, the minister explained to the members of the commission that, as of this Monday, the procedures for the reservation of a company name and the direct authorization of a foreign investment can be carried out electronically. A first step towards strengthening the digitalization of the administration.
So far, it takes 13 days for the company name to take effect and, with the reform presented yesterday and which will be launched on Monday, the procedure will be instantaneous, as long as a personalized one is not required. In this case, it will have to be face-to-face at first, although later it may be digital and take about four or five days.
Regarding the direct authorization of foreign investment, 22 days are currently required and, with the reform, the head of Economy guaranteed that the time for obtaining the electronic certificate will be reduced, although it did not know how to specify the time.
At the premiere of these digital processes, the procedures will only be available in Catalan. However, Gallardo pointed out that the will of the ministry is that in the second half of this year, they will also be in English, which «is the international language of business». For now, however, as the minister reiterated, there are no plans to include any other language, not even the official ones in neighboring states.

With this first step taken, the Minister of the Presidency, Economy and Enterprise is already looking at the next. In this sense, he pointed out that the next processes to be digitized will be those of the reservation of the trade name and the opening of trade, although, in these cases, they will have to talk to the municipalities, because they are procedures that are done jointly between two administrations.

Regarding the calendar, the head of Economy explained that the Executive is finalizing the specifications so that it can be awarded in the first quarter of 2022. In this regard, he indicated that the intention is that this infrastructure will be built and operated by a private one so that the whole country can benefit; in addition, he made it clear that he is in favor «if necessary» of making a legislative amendment to fit the formula. If that is not possible, however, Gallardo said it «would not be a problem» for the government to take on the four million euros it would cost to build the facility.
