IS IT A BUDGET OR TAX LAW?

The government has included in the National Budget some changes in the tax laws (bienes personales, etc). Any tax law must be passed by a supermajority of 129 diputados. If the Budget is passed by a majority of less than 129 diputados, then I believe these changes in the tax laws are not constitutional.
