Editor’s Note:

The third volume of Xi Jinping: The Governance of China has been published by the Foreign Languages Press in both Chinese and English. The newly-published volume is a collection of 92 articles, including speeches, conversations, instructions, and letters of Xi, general secretary of the Communist Party of China Central Committee, between October 18, 2017 and January 13, 2020.

The third volume records the practices of the CPC Central Committee with Comrade Xi Jinping at the core in uniting and leading the whole Party and Chinese people of all ethnic groups to make new and major progresses in various undertakings of the Party and country since the 19th CPC National Congress. It is an authoritative work that fully and systematically reflects Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.

To help our readers better understand key points of the book, the column, by zooming in on a specific topic for each issue, presents bilingual excerpts of the book. We focus on the topic of opening up in this issue.

世界经济发展面临的难题，没有哪一个国家能独自解决。各国应该坚持人类优先的理念，而不应把一己之利凌驾于人类利益之上。我们要以更加开放的心态和举措，共同把全球市场的蛋糕做大、把全球共享的机制做实、把全球合作的方式做活，共同把经济全球化动力搞得越大越好、阻力搞得越小越好。

None of the problems confronting the world economy can be resolved by one country alone. We must all put the common good of humanity first. No country should place its own interests above the common interests of all. We must be more open-minded and take more effective measures, and work together to make the global market bigger. We need to strengthen the mechanisms for sharing benefits with all, and explore new forms of international cooperation. The goal is to create more impetus for economic globalization and remove as many impediments as we can.

我们应该坚持以开放求发展，深化交流合作，坚持“拉手”而不是“松手”，坚持“拆墙”而不是“筑墙”，坚决反对保护主义、单边主义，不断削减贸易壁垒，推动全球价值链、供应链更加完善，共同培育市场需求。

We need to promote development through opening up, and enhance exchanges and cooperation. We need to stick together rather than drifting apart. We need to tear down walls rather than erecting them. We need to stand firm against protectionism and unilateralism. We need to continually bring down trade barriers, upgrade global value and supply chains, and jointly create market demand.

创新发展是引领世界经济持续发展的必然选择。当前，新一轮科技革命和产业变革正处在实现重大突破的历史关口。各国应该加强创新合作，推动科技同经济深度融合，加强创新成果共享，努力打破制约知识、技术、人才等创新要素流动的壁垒，支持企业自主开展技术交流合作，让创新源泉充分涌流。为了更好运用知识的创造以造福人类，我们应该共同加强知识产权保护，而不是搞知识封锁，制造甚至扩大科技鸿沟。

Innovation-driven development is essential to sustaining global growth. At present, a new round of scientific and technological revolution and industrial transformation has reached a historic juncture, and major breakthroughs are within reach. Countries need to step up cooperation in innovation. We need to embed science and technology in growth, and share more innovation outcomes. We need to remove barriers that hamper the flow of knowledge, technology, talent and other factors of innovation, and support our businesses in carrying out technical exchanges and cooperation. This will fully unleash the potential for innovation. To enable humanity to benefit from knowledge and innovation, we need to tighten the protection of intellectual property, rather than stifling the flow of knowledge, or creating or even widening the technology divide.

我们应该谋求包容互惠的发展前景，共同维护以联合国宪章宗旨和原则为基础的国际秩序，坚持多边贸易体制的核心价值和基本原则，促进贸易和投资自由化便利化，推动经济全球化朝着更加开放、包容、普惠、平衡、共赢的方向发展。我们应该落实联合国2030年可持续发展议程，加大对最不发达国家支持力度，让发展成果惠及更多国家和民众。

We need to pursue inclusive and mutually beneficial development. We need to work together to safeguard the international order with the purposes and principles of the UN Charter at its core, uphold the fundamental values and basic principles of the multilateral trading system, facilitate free trade and investment, and make economic globalization more open, inclusive, balanced and beneficial to all. We should strive to implement the UN 2030 Agenda for Sustainable Development and increase support for the least developed countries so that the benefits of development will reach more countries and peoples.
