The Promotion of Social Governance
Insight China Issue 30, 2021
Social governance is an important component of national governance. Social stability, order, and harmony are related to common prosperity. In its economic and social development plan for the 2021-2025 period, China emphasizes the goal of improving the governance at grassroots level, while strengthening modernization and innovation in city-level governance. This is a major task proposed by the Central Committee of the Communist Party of China to further promote national modern governance.
According to Prof. Fu Changbo of the School of Sociology at Beijing Normal University, it is necessary to unblock and standardize the channels for multiple sectors to participate in social governance, so as to achieve a healthy interaction between government administration, social adjustment, and residents’ autonomy. For instance, in a community in Jiangsu Province’s Changshu City, a pilot administrative project integrating the Party branch, neighborhood committee, and property management company was carried out in 2018, and has since resulted in effective solutions to typical grassroots problems, such as environmental protection and property payment.
