Wa­gin to pro­tect his­toric build­ings

The Shire of Wa­gin has passed a mo­tion, seven votes to two, es­tab­lish­ing an in­de­pen­dent her­itage list for prop­er­ties with sig­nif­i­cant his­tor­i­cal value within the shire’s bound­aries.

The mo­tion passed at the coun­cil’s last meet­ing on Tues­day, Novem­ber 20, with 17 prop­er­ties be­ing added to the Shire’s list.

In a sep­a­rate mo­tion, one prop­erty on the pro­posed her­itage was re­moved from the list.

Coun­cils voted six to three in favour of that mo­tion, with the prop­erty be­ing the only pri­vate res­i­dence on the pro­posed list.

Shire of Wa­gin town plan­ner Joe Dou­glas says that any de­vel­op­ments to prop­er­ties on the new her­itage list will have to be ap­proved by the Shire.

“If own­ers are propos­ing ma­jor changes to the struc­ture, they are obliged to lodge a de­vel­op­ment ap­pli­ca­tion with the Shire to se­cure ap­proval,” he said.

“As­sess­ment of that ap­pli­ca­tion would then con­sider and have due re­gards for the her­itage sig­nif­i­cance of the build­ing or place.

“The coun­cil then has the abil­ity to im­pose con­di­tions that are re­quired to have due re­spect for those her­itage el­e­ments.”

Mr Dou­glas says that con­di­tions im­posed on any de­vel­op­ments en­sure the char­ac­ter of her­itage build­ings are main­tained.

“The aim is to pro­tect, to con­serve the her­itage char­ac­ter of place iden­ti­fied as be­ing a high­level sig­nif­i­cance,” he said. “Re­ally it comes down to be­ing re­spect­ful of the architecture de­sign, the lay­out of the prop­erty and all those key el­e­ments to en­sure the her­itage char­ac­ter is not com­pro­mised.

“Con­di­tions could be put on in terms of build­ing ma­te­ri­als, colours and de­sign.”

Any ap­pli­ca­tion re­ceived by the Shire for de­vel­op­ment will be taken to the State Her­itage Coun­cil of WA for com­ment and con­sid­er­a­tions. Mr Dou­glas said that the Shire will work with prop­erty own­ers if their de­vel­op­ment ap­pli­ca­tion at first does not meet the her­itage list’s re­quire­ments.
