Minor 13 chords are quite dissonant. Funk and R&B artists have used them a lot as they are ‘hip’ and sound great partnered with a standard m7 chord (common with Prince or Janet Jackson) see bars 1 and 3. This example is a light funk groove, so try using an ‘in-between’ Strat sound with phaser or wah.
