This could be referred to as either B half diminished or B b min7 5. However, I am going with a third option here (also correct), which is D minor/B. This has more to do with the physical shape of the chord played than context or music theory – but it is worth making note of the relationship between the triad at the top and the underlying bass note for reference to other keys.
