Does disabling “root” protect from the root user bug?

No, quite the opposite. You could protect against High Sierra’s alarming root user vulnerabil­ity by enabling the root user and giving it a strong password. If the root user was not enabled, the bug let anyone log on as the root user without a password (or entering a random password), which was a very serious vulnerabil­ity if your Mac was physically accessible.
