True Tone uses a new sensor to adjust color temperature subtly for ambient light. It turns off on most devices when you open Photos to avoid unwanted color shifts, and can be disabled in System Prefs > Displays > Display (macOS) or Settings > Display & Brightness (iOS). It has little effect on blue light exposure.
