Tripod or high ISO?

HIGH-ISO performance has improved to such a level in Nikon cameras that it is possible to handhold most blue-hour photographs. The main reasons for using a tripod would be if you wanted to use long exposures to create trails from car lights or to blur people, or to permit a small aperture for greater depth of field.
