Just opposite fisherman’s wharf there is a large piece of vacant land that people use for carparking. It can hold 70 or 80 cars by the look of it.
But now it has rained, it is acres of puddles and a sea of mud, so now it can only hold 20 or 30 cars, which puts pressure on other carparks around the CBD. So instead of building an underground carpark for several millions, why not dump some truckloads of spoil to make it a dome shape to shed water? Then a few loads of gravel to make it all weather? In fact, if the underground carpark is still being excavated, then that spoil could be dumped there for free! Makes perfect sense to me.
