Impersonation?

Croz (Graeme Crosby) saw this bike (below) in my shed and sent a Police Bike collector around to see it. He says it’s “not a NZ Police Bike”, and further investigation discovered an Aussie (NSW) rego on the back. It’s a 1972 CB750 that (perhaps) someone has dollied up to look like a genuine Police bike? He says that the panniers are genuine Police issue, but twin front disks, and Comstar wheels? All a bit sus, don’t you think? Is anyone able to identify this bike?
