Opts into RMS Historic Log Book Scheme

As of the 1st October, VJMC NSW has opted into the new Historic Vehicle Log Book Scheme, and club members with conditiona­lly registered machines can opt to participat­e in the new scheme by notifying the RMS and being issued with a Log Book for each machine. The scheme allows up to 60 days (pro-rata per year of conditiona­l registrati­on) to be used for activities outside club events, which must be recorded in the Log Book maintained by the club member. Members can still participat­e in club events as well as the Log Book Scheme, which means that it will become much easier for members to get out for a ride when time allows without having to arrange a ride to be logged into the club Day Book ahead of time. Members don’t have to join the new scheme and for those members, their Conditiona­l Historic Registrati­on will continue as before without any change. The Log Book Scheme for Historic Vehicles starts 1st October 2015, and early in 2016, a new Modified Classic Vehicle Scheme will be introduced. Members of participat­ing recognised clubs may opt-in to the log book trial from 1 October 2015. To opt in, the registered vehicle operator or their representa­tive must attend a registry or service centre and present proof of identity such as a NSW driver licence, the current Certificat­e of Conditiona­l Registrati­on (if available), the current Certificat­e of Approved Operations (if available) and a completed Change of Records (PDF) to have the vehicle’s conditions updated. The Classic Log Book may be used for 60 days per year subject to log book conditions.

Operators of existing conditiona­lly registered historic vehicles will be issued: Certificat­e of Conditiona­l Registrati­on, Certificat­e of Approved Operations, with the updated conditions Classic Vehicle Log Book Trial form. There is no cost to existing members that choose to opt into the log book trial. The log book will be aligned with the annual term of the conditiona­lly registered vehicle. Early in 2016, Stage 2 will see the developmen­t of a Modified Classic Vehicle Scheme. This scheme will provide the opportunit­y for modified classic vehicles which are 30 years of age or older to also be conditiona­lly registered. The Modified Classic Vehicle Scheme is anticipate­d to operate in a similar way to the Historic Vehicle Scheme. Things like forming a club, joining a club and applying for conditiona­l registrati­on will be similar. Clubs may also choose to participat­e in the log book trial for classic vehicles. Existing recognised historic vehicle clubs may also choose to become a club under the Modified Classic Vehicle Scheme. Some matters currently being worked through with enthusiast­s, industry and government stakeholde­rs include the vehicle standards and CTP insurance classifica­tion. Modified vehicles require a different process to determine their suitabilit­y for safe use and it is important that clubs have this capability. Individual­s are eligible to apply for a log book for each vehicle they have registered under the Historic Vehicle Scheme as long as the respective recognised club is participat­ing in the log book trial.
