When shooting in bright sunlight there will often be sides of the pool that are in shade, while others are hit by the sun. If you shoot into the shady end of the pool the backdrop will be darker and more moody, and the backlit bubbles will stand out.
Why not try supplementing the daylight with a couple of powerful LEDS? We used two Lume Cubes, which are fully waterproof. On a bright day they can provide a fill light for close ups. On a cloudy day or in the evening, the results can be dramatic.
