I have re­cently re­ceived a brochure re­gard­ing the plan­ning re­view for the Bun­bury Outer Ring Road.

Through my his­tor­i­cal knowl­edge of the area I am shocked and an­noyed by the omis­sion, and pre­sump­tion, that the daily ac­cess and lives of many peo­ple liv­ing south of Du­cane Road in Gelorup count for noth­ing.

The cur­rent dis­as­trous pro­posal has now changed from the years of BORR ne­go­ti­a­tions with a large num­ber of ru­ral res­i­dents to the south of this road pro­posal and Du­cane Road.

They were promised a con­tin­u­a­tion of their his­tor­i­cal ac­cess via a new Outer Ring Road junc­tion. How­ever, in­di­ca­tions are now that this was a false prom­ise as this ac­cess junc­tion has now been re­moved in favour of an­other agenda com­pletely.

The brochure states that the new Outer Ring Road will im­prove the amenity of the lo­cal res­i­dents, how­ever this is far from the truth. The “Lo­cal Com­mu­nity” for res­i­dents in the bot­tle neck area south of Du­cane Road is Gelorup and Da­lyellup, this link is crit­i­cal at times of fire. These res­i­dents have only ever had this ac­cess, there be­ing no pub­lic road ac­cess to the south at all.

To put ev­ery­one in the pic­ture, this area com­prises hun­dreds of acres of ru­ral graz­ing land and bush­land to the south of Du­cane Road.

The Outer Ring Road as now pro­posed will com­pletely cut ac­cess of the ru­ral res­i­dents to the Gelorup com­mu­nity, Gelorup fire shed, Da­lyellup doc­tors and other ser­vices with­out re­gard to those many ru­ral res­i­dents.

The area will be ef­fec­tively cor­doned off by a con­sid­er­able ex­tra dis­tance to travel via north­ern Stratham and will also al­most dou­ble the road dis­tance to the Bun­bury Hospi­tal, fur­ther putting the lives of the ru­ral res­i­dents at risk. The Outer Ring Road has been planned for 40 or more years and in this time Gelorup has grown con­sid­er­ably, and Da­lyellup did not ex­ist, there­fore the orig­i­nal route has be­come out-dated and ob­so­lete, it no longer by­passes any­thing, but cuts the com­mu­nity in half.

A far bet­ter route for the Outer Ring Road would con­tinue from the South West­ern High­way junc­tion through less con­strained and less con­tentious cleared land south to Boy­anup then through to Capel along ex­ist­ing roads, in this way road up­grades could be com­pleted in stages as the bud­get be­came avail­able, and leave room for fu­ture road widen­ing with less tree clear­ing and take traf­fic from the al­ready con­gested Stratham sec­tion of Bus­sell High­way.
