BORR design outdated
I have recently received a brochure regarding the planning review for the Bunbury Outer Ring Road.
Through my historical knowledge of the area I am shocked and annoyed by the omission, and presumption, that the daily access and lives of many people living south of Ducane Road in Gelorup count for nothing.
The current disastrous proposal has now changed from the years of BORR negotiations with a large number of rural residents to the south of this road proposal and Ducane Road.
They were promised a continuation of their historical access via a new Outer Ring Road junction. However, indications are now that this was a false promise as this access junction has now been removed in favour of another agenda completely.
The brochure states that the new Outer Ring Road will improve the amenity of the local residents, however this is far from the truth. The “Local Community” for residents in the bottle neck area south of Ducane Road is Gelorup and Dalyellup, this link is critical at times of fire. These residents have only ever had this access, there being no public road access to the south at all.
To put everyone in the picture, this area comprises hundreds of acres of rural grazing land and bushland to the south of Ducane Road.
The Outer Ring Road as now proposed will completely cut access of the rural residents to the Gelorup community, Gelorup fire shed, Dalyellup doctors and other services without regard to those many rural residents.
The area will be effectively cordoned off by a considerable extra distance to travel via northern Stratham and will also almost double the road distance to the Bunbury Hospital, further putting the lives of the rural residents at risk. The Outer Ring Road has been planned for 40 or more years and in this time Gelorup has grown considerably, and Dalyellup did not exist, therefore the original route has become out-dated and obsolete, it no longer bypasses anything, but cuts the community in half.
A far better route for the Outer Ring Road would continue from the South Western Highway junction through less constrained and less contentious cleared land south to Boyanup then through to Capel along existing roads, in this way road upgrades could be completed in stages as the budget became available, and leave room for future road widening with less tree clearing and take traffic from the already congested Stratham section of Bussell Highway.
