THE City of South Perth en­dorsed its sub­mis­sion to the State Govern­ment’s green pa­per for plan­ning re­form at last week’s coun­cil meet­ing.

The sub­mis­sion sup­ported group­ing lo­cal plan­ning poli­cies into a com­pre­hen­sive scheme, stan­dar­d­is­ing land uses and zon­ing, and re­quir­ing manda­tory re­port­ing by lo­cal gov­ern­ments.

Mayor Sue Do­herty’s mo­tion, car­ried unan­i­mously, pro­vided fur­ther com­ment to rec­om­men­da­tions in favour of al­low­ing third party ap­peals to the Govern­ment’s plan­ning bod­ies, as well as a re­quire­ment to al­low more time for lo­cal govern­ment and com­mu­nity mem­bers to con­sider larger ap­pli­ca­tions and pro­vide dep­u­ta­tions.

As­pects not sup­ported in­clude the rec­om­men­da­tion that new spe­cial­ist mem­bers con­sider mat­ters where a pro­posal is re­viewed with the State Ad­min­is­tra­tive Tri­bunal.

Child­care early

STU­DIO 64 child­care cen­tre in South Perth will now open 30 min­utes ear­lier to ac­com­mo­date grow­ing com­mu­nity needs.

In line with the of­fi­cer’s rec­om­men­da­tion, the City granted ap­proval for the ex­tended open­ing hours from 6.30am to 7pm.

Stroke of a pen

THE Curtin Uni­ver­sity Boat Club is seek­ing longterm ten­ure at its site in Sal­ter Point but asked the City of South Perth to con­sider al­low­ing a rates ex­emp­tion as a term of the agree­ment.

The club, built in 1974, is propos­ing to con­struct a new fa­cil­ity com­pris­ing a rowing boat launch­ing site, rowing boat stor­age, club meet­ing rooms and club func­tion room.

Coun­cil­lors voted unan­i­mously to sup­port the of­fi­cer’s rec­om­men­da­tion that the boat club be re­quired to pay full coun­cil rates and other pre­scribed fees and charges for the length of the newly pro­posed 21-year lease.

But a caveat does state that if the mul­ti­mil­lion-dol­lar re­de­vel­op­ment project pro­vides sig­nif­i­cant ben­e­fits to the lo­cal com­mu­nity fol­low­ing con­struc­tion, a 50 per cent con­ces­sion may be con­sid­ered as part of the City’s an­nual bud­get process.
