Retesting of motorists will not reduce the road toll. Drivers out there know the road rules but choose to ignore them, in most cases because of convenience or impatience. A deliberate act, either way. What is lacking here in Qld is reinforcement of the road rules. If you take electronic speed enforcement out of the equation, I suspect there is very little actual traffic policing. Just ask yourself, how often do you see a RPC vehicle just out there on patrol?
